Radiation can pose bigger cancer risk for children − UN study
Infants and children are at greater risk than adults of developing some cancers when exposed to radiation, according to a report released in October by the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) and presented to the UN General Assembly.

Children were found to be more sensitive than adults for the development of 25% of tumour types including leukaemia and thyroid, brain and breast cancers. "The risk can be significantly higher, depending on circumstances," UNSCEAR said.

"Because of their anatomical and physiological differences, radiation exposure has a different impact on children compared with adults," said Fred Mettler, chair of an UNSCEAR expert group on the issue.

USA: Bad record keeping hindering clean-up of nuclear sites
The US government's decades-long effort to rehabilitate hundreds of sites around the country where nuclear weapons development and production has taken plan has been hampered by sloppy record-keeping. Documentation has been so uneven that the Energy Department says it lacks adequate records on several dozen facilities to be able to determine whether they merit clean-up. Additionally, in excess of 20 sites that were cleaned up and announced to be safe ended up needing more rehabilitation after lingering traces of nuclear contamination were found. The final price-tag of the clean-up effort is estimated to cost US$350 billion.[1]

Meanwhile, who − and what pot of money − would drive clean-up after a nuclear power plant incident is a question still left unanswered by the federal government, New York state officials said in a recent legal filing with the Nuclear Regulatory Commission. Under the Price-Anderson Act, the nuclear power industry's liability in the event of a catastrophe is limited, and in any case NRC officials said in 2009 that Price-Anderson money likely would not be available to pay for offsite clean-up − a revelation made public a year later when internal EPA documents were released under the Freedom of Information Act. Another three years have gone by and the federal government has yet to provide a clear answer, the New York Attorney General's office says. In 2012, NRC Commissioner William Magwood acknowledged that there "is no regulatory framework for environmental restoration following a major radiological release."[2]

Areva signs uranium deal with Mongolian state
French utility Areva has signed a deal with Mongolia's state-owned Mon-Atom to develop two uranium mines in the Gobi desert. A company will be created, 66% owned by Areva, 34% Mon-Atom, and Japan's Mitsubishi Corporation will take an equity interest. Areva said exploration had discovered two uranium deposits with estimated reserves of 60,000 tonnes.

Mongolian protesters had warned before the signing that a deal could lead to the contamination of water resources in the area. Selenge Lkhagvajav, a protest leader, said: "We are not against cooperation with France. But we just say 'no uranium exploration in Mongolia', as not having it is the best way to prevent radioactive pollution and contamination."

Scotland: Dundrennan depleted uranium protest
Campaigners held a walk-on at the Dundrennan range in protest at the test firing of depleted uranium (DU) weapons into the Solway Firth. It was part of an international day of action and followed concerns about serious health issues resulting from the use of such weapons in war zones. The last DU tests at the south of Scotland range were in 2008. DU Day of Action events were also held in Finland, Japan, Norway, Costa Rica and elsewhere.

UK: Inadequate nuclear regulation
The UK government's nuclear safety watchdog has named the five UK sites that need the most regulation because of the safety problems they pose. They are the reprocessing complex at Sellafield in Cumbria, the nuclear bomb factories at Aldermaston and Burghfield in Berkshire, the nuclear submarine base at Devonport in Plymouth and the former fast breeder centre at Dounreay in Caithness.[1]

These sites have been highlighted by the Office for Nuclear Regulation (ONR) in its 2013 annual report as requiring an "enhanced level of regulatory attention" because of the radioactive hazards on the sites, the risk of radioactive leaks contaminating the environment around the sites and ONR's view of operators' safety performances.[1]

Sellafield was rated unacceptable in one inspection because a back-up gas turbine to provide power to the site in emergencies was "at imminent risk of failure to operate" because of severe corrosion. "Failure would reduce the availability of nuclear safety significant equipment, and also potentially injure or harm the workforce," says ONR.[1]

At Aldermaston, corrosion in a structural steelwork was discovered in 2012, resulting in the closure of the A45 building which makes enriched uranium components for nuclear warheads and fuel for nuclear submarines.[1]

In May, AWE admitted one count of breaching the Health and Safety At Work Act 1974 in relation to an August 2010 accident and fire at Aldermaston. A worker was injured when the mixing chemicals in a bucket caused an explosion and a fire which led to the evacuation of staff and nearby residents. Bernard Thorogood, prosecuting on behalf of the Health and Safety Executive, said an investigation into the fire revealed a "constellation of failures" relating to health and safety regulations which put employees at risk.[2]

Italy: radioactive waste dumped illegally by Mafia blamed for cancer increase
The Italian Senate is investigating a possible link between buried radioactive waste and a rise of almost 50% in tumours found in the inhabitants of several towns around Naples. The illegal trafficking of hazardous waste came to light in 1997. A Mafia clan had run a profitable operation dumping millions of tonnes of waste on farmland, in caves, in quarries, on the edge of towns, in Lake Lucrino and along the coast.

Radioactive sludge, brought in on trucks from plants in Germany, was dumped in landfills, said Carmine Schiavone, who was involved in the illegal activities before becoming a whistle-blower. "I know that some is on land where buffalo live today, and on which no grass grows," he said.

UK: Dungeness power lines damaged by storms
EDF's Dungeness nuclear power station has been reconnected to the National Grid after power lines were damaged when storms battered southern Britain. The Kent power plant's two reactors were automatically shut down when electricity to the site was cut off on 28 October.[1] More than 60,000 homes and businesses were left without power.[2]

The Dungeness plant was in the media earlier this year when Freedom of Information documents revealed that ministers rejected advice from the Office for Nuclear Regulation to restrict development near nuclear plants. That advice was overridden when the government approved the expansion of Lydd airport, a few miles from the Dungeness plant. Dungeness was also in the news earlier this year when it was revealed that tritium leaks beyond the statutory limit had occurred.[3]

The nuclear industry is relatively young in Iran. Most activities, up to now, have been focused on the research and production of radioisotopes for research, medical and industrial uses. Recently, due to the planning and construction of the Bushehr nuclear power plant,  Iran is investing heavily in developing its fuel cycle facilities. The Atomic Energy Organisation of Iran (AEOI) oversees uranium milling and mining at Saghand, yellowcake production at Ardakan, conversion at Esfahan, enrichment at Natanz, fuel fabrication at Esfahan, and an interim waste facility at Anarak. The AEOI also oversees the nuclear research centers.(*01)

There are a few known waste storage facilities, but only very limited knowledge about scope and capacity. The IAEA learned of the Karaj radioactive waste storage facility in 2003. In the same year, Iran shipped dismantled equipment used in laser enrichment experiments and materials resulting from uranium conversion experiments to the site, where IAEA inspectors viewed them in October 2003. Environmental samples taken by the IAEA at the site in 2005 revealed traces of highly enriched uranium on a container. In response, Iran declared that the traces originated from leaking reactor fuel assemblies at the Tehran Research Reactor. After further investigating the issue, the IAEA concluded that "the statements of Iran are not inconsistent with the Agency's findings, and now considers this issue as resolved."

Anarak is also a nuclear waste disposal site. Iran told the IAEA in 2003 that waste resulting from the experiments irradiating UO-2 targets and separating the plutonium at JHL nuclear center was solidified and sent to Anarak.(02)

In February 2005, Iran agreed to repatriate Bushehrs spent fuel to Russia and thus significantly reduced the risk of nuclear proliferation (and the need for spent fuel disposal), and Russia has a deal with Iran to provide nuclear fuel for the first 10 years to the Bushehr power plant.(*03)

The 8 November 1987 Italian referendum on nuclear power was launched after the April 1986 Chernobyl accident by the Green Party. A majority voted against nuclear power. (*01) Subsequently, the government decided in 1988 to phase out existing plants 1990.(*02) The main national operator entitled to perform spent fuel, radioactive waste and decommissioning activities is Sogin (Società Gestione Impianti Nucleari).(*03)

A quest to find host communities for national sites to build repositories for the disposal of low and intermediate level and of high level waste met strong local and national opposition and no site was selected.(*04) A new procedure national repository for the LLW disposal was established in 2008. Sogin will make a list of suitable regions, and if no community volunteers, Sogin will submit the list to the Ministry of Economic Development indicating the first three more suitable sites. Within 30 days an inter-institutional Committee will be created, with the participation of representatives from different Ministries and Regions. However, the time schedule (site selection in 2012) has been postponed.(*05)

Reprocessing
Since the beginning of its nuclear program, Italy had pursued the option to reprocess abroad the spent fuel. After the political decision to stop all nuclear power activities, the policy of reprocessing abandoned, even though the last shipment took place in 2005 as closure of the service agreements signed in the past. As far as the spent fuel still present in Italy, in 1999 the option of on-site dry storage was initially selected , this was difficult to implement due to the strong opposition of local communities, who considered the presence of the dry stored spent fuel as an obstacle for the release of the site.

So the option to reprocess was reopened and in November 2006 an agreement with the French government, regulating the transfer to France of spent fuel, was signed and in April 2007, Sogin signed a contract with Areva. The first shipment of spent fuel to France took place in December 2007 and shipping the waste has to  be completed in 2012. All reprocessing waste is scheduled to return in 2025 at the latest.

Waiting for the availability of the national storage site, the waste will continue to be stored on site. In most nuclear installations new temporary storage facilities have been constructed or are under design or construction. In some cases the refurbishing of existing buildings has been considered.(*06)

In 2010, Sogin was selected as the organization responsible for the identification of the national site and the construction of the high-level radioactive waste repository (surface and reversible). Within the same decree is laid out the siting procedure for the repository, which, in an attempt to soften opposition in possible host communities, will be part of a technology park including a center of Excellence for research and training in the field of decommissioning and radioprotection.(*07)

From 2009 on, the Italian Government, with the aim to restart a new nuclear program, established the necessary legislative provisions. But another popular referendum (launched before the March 2012 Fukushima accident) on 12 June 2011  abandoned the new nuclear program in Italy again.(*08)

Japan

In Japan the Nuclear Waste Management Organization (NUMO) was set up in October 2000.

The country has interim storage facilities for all waste classifications at or near the Rokkasho-mura reprocessing plant. A final disposal facility is expected to be in operation at 2035. The waste management strategy is reprocessing of all spent fuel: first in Europe, and then domestic at Rokkasho. Japan dumped low-level waste in the Pacific Ocean in 12 dumping operations between 1955 and 1969.(*01)

The Ministry of Economy, Trade and Industry (METI) is seeking permission from the Aomori prefecture to build a low-level waste storage facility at Rokkasho, adjacent to the reprocessing plant. In particular this will be for LLW and what is internationally designated as ILW returned from France from 2013. NISA recommended approval early in 2012 to increase capacity to 2000 drums (200-liter).(*02)

Interim storage & reprocessing
In 1995, Japan's first high-level waste interim storage facility opened in Rokkasho-mura - the Vitrified Waste Storage Center. The first shipment of vitrified HLW from Europe (from the reprocessing of Japanese fuel) also arrived in that year. The last of twelve shipments from France was in 2007, making a total of 1310 canisters. The first shipments from UK arrived in March 2010, with 1850 canisters to go in about 11 shipments in the coming decade.(*03)

In 2005 the utilities Tepco and JAPC announced that a Recyclable Fuel Storage Center would be established in Mutsu City.The application was licensed in May 2010. Application for the design and construction approval was submitted to the Minister of METI in June 2010, and it was approved in August 2010, and the construction work started. The center will store spent fuel generated from Boiling Water Reactors (BWRs) and Pressurized Water Reactors (PWRs) in metallic dry casks, and is scheduled to start commercial operation in July 2012.(*04) The JPY 100 billion facility will provide interim storage for up to 50 years before used fuel is reprocessed.(*05)

The Rokkasho reprocessing plant is seriously delayed. First expected to start operation in 1992(!)(*06) and in 1998 supposed start in January 2003,(*07) is currently (April 2012) in a test phase and still not in full commercial operation. The pre-service tests of the main part of the reprocessing plant are now implemented by Nuclear and Industrial Safety Agency (NISA), and the completion is planned in October 2012.(*08)

Final disposal site selection
In the 1980s and 1990's two sites were selected for underground research laboratories: already in April 1984 Horonobe, and in August 1995 Mizunami. Mizuname is adjacent to the Tono uranium mine where various kinds of research were conducted using existing mine shafts.(*09)

In May 2000, the Japanese parliament (the Diet) passed the Law on Final Disposal of Specified Radioactive Waste (the "Final Disposal Law") which mandates deep geological disposal of high-level waste (defined as only vitrified waste from reprocessing spent fuel). In line with this, the Nuclear Waste Management Organisation (NUMO) was set up in October 2000 by the private sector to progress plans for disposal, including site selection, demonstration of technology there, licensing, construction, operation, monitored retrievable storage for 50 years and closure of the repository. Some 40,000 canisters of vitrified HLW are envisaged by 2020, needing disposal - all the arisings from the Japanese nuclear plants until then.

In December 2002, NUMO started to solicit applications (without a specified deadline) from local communities to host a geological repository for vitrified high-level waste that would be at least 300 meters underground. The plan is to select a site by the late 2020s. The selection process is to go through three stages: literature survey; preliminary investigation; detailed investigation for selection of a repository site (about 15 years). The facility would open to accept high-level wastes in the late 2030s.(*10)

Due to a lack of response from municipalities, the amount of the money offered to incentivize applications for the literature-survey stage was raised in 2007 to a maximum of ¥2 billion ($25 million). Up to ¥7 billion (US$90 million) would be provided during the preliminary investigation stage.(*11)

In January 2007, the mayor of Toyo-cho in Kochi Prefecture made the first application(*12) - but without consulting his town council. This resulted in his forced resignation and a special election in April 2007 that resulted in the victory of a candidate opposed to the application. The application was withdrawn.(*13) After this fiasco, the siting policy was changed to allow the government to actively solicit targeted municipalities to apply for a literature survey. So far, as of this writing, it has been the only application.(*14)

Repository operation is expected from about 2035, and the JPY 3000 billion (US$ 28 billion) cost of it will be met by funds accumulated at 0.2 yen/kWh from electricity utilities (and hence their customers) and paid to NUMO. This sum excludes any financial compensation paid by the government to local communities.

In mid 2007 a supplementary waste disposal bill was passed which says that final disposal is the most important issue in steadily carrying out nuclear policy. It calls for the government to take the initiative in helping the public nationally to understand the matter by promoting safety and regional development, in order to get the final disposal site chosen with certainty and without delay. It also calls for improvement in disposal technology in cooperation with other countries, revising the safety regulations as necessary, and making efforts to recover public trust by, for example, establishing a more effective inspection system to prevent the recurrence of data falsifications and cover-ups.

In order to make communities volunteer as possible repository host, the Nuclear Safety Commission of Japan´s Advisory Board on High-level Waste Repository Safety issued the report on 'Safety Communication on Geological Disposal' in January 2011. This report is based on the "Committee’s recognition that it is important, in confidence building of the safety of geological disposal, to establish a safety communication system, which enables stakeholders or their representatives to participate in the process".(*15)

In the vision of Green Action Japan, “Japan's nuclear waste management policy is unsustainable and in deep trouble because it is dependent on reprocessing with no alternative plan formulated. Aomori Prefecture is concerned that without a final repository site selected and without the implementation of the pluthermal program, it will become the final de-facto repository for spent nuclear fuel and high-level waste. In turn, local sites being targeted for interim storage are concerned that if reprocessing at the Rokkasho Reprocessing Plant in Aomori does not go forward as planned, they in turn may become a de-facto waste dump because the spent fuel stored at their sites would not be able to be shipped to Rokkasho. In the meantime, the prefectures with nuclear power plants are stating they do not want to extend nuclear waste storage space any further.”(*16)

In 2003, Kazatomprom, the state owned nuclear company, developed a scheme where revenue generated from importing foreign radioactive waste would be used to fund the disposal of Kazakh waste. The country's environmental groups and the public severely opposed the proposal, and it never went ahead. (After joining the Central Asian nuclear-weapon-free zone, Kazakhstan committed itself to not importing foreign radioactive waste.) Still, Kazatomprom regularly pays fines for failing to follow laws regarding the storage of existing waste due to a lack of disposal sites.(*01)

Radioactive waste from nuclear power is stored in five different nuclear facilities. At present time Kazakhstan has no integrated and completed system for dealing with radioactive waste, raising serious environmental concerns. The Provisions for radioactive waste disposal were enforced by the Government Decree of 18 October 1996. The Provisions define the order for radioactive waste disposal in a deep geological repository, the procedure for obtaining permission from the regulatory bodies for its deep geological disposal and also establishes the list of necessary documents for this procedure.(*02)

In May 2011, the Minister of Environmental Protection Nurgali Ashimov said, Kazakhstan will not store nuclear waste from other countries. "In accordance with the legislation, it is prohibited to import nuclear waste to Kazakhstan. Kazakhstan will never store nuclear waste. Neither the Ministry nor the Government will allow importing it."(*03)

The Aktau BN-350 nuclear power plant was connected to the grid in 1972 and was shut down in 1999. It's spent fuel was stored on site in cooling pools, but in November 2010, all the fuel was removed to a new long-term storage facility. Over the course of 12 shipments during the last year, the spent fuel was transported over 3,000 kilometers from Aktau, near the Caspian Sea, to the Interim Spent Fuel Storage Facility in Eastern Kazakhstan (MAEC).(*04

No to nuclear power - historic victory Italian referendum

It was clear that a majority of the Italian people is against nuclear power, but was that enough to bring them to the polls in the Pentecost holiday weekend? Because without 50% +1 vote of all Italian voters the referendum would not be valid. Since 1995 no referendum held had been able to conquer that 50% threshold, so that was the real question. The answer is "yes': 57 percent of all voters took the opportunity to vote against nuclear power privatization of water and against Berlusconi.

Only on June 1, it became clear that the referendum would go ahead. The Corte di Cassazione, Italy's top court, ruled that the referendum could go ahead as planned on June 12-13. The center-right government of Silvio Berlusconi announced in the wake of the Fukushima a two-year moratorium on plans to relaunch the nuclear sector and in doing so, had hoped to avoid the referendum (see Nuclear Monitor 727, 27 May 2011).

Overcome the daunting task of a quorum of 50 per cent + 1 of all Italian voters in the face of a mass media controlled by Berlusconi and a government that was encouraging voters to go to the beach instead of vote on the first weekend of summer vacation for Italian grade school, middle school and high school students was the main task.

On Sunday June 12, there was a frenzy of activity in every town and city, on the streets, in the coffee bars, in the town squares, on the beaches, everywhere! The proponents of the referendums threw all caution to the wind as they called to every passerby to go to the polls and not let this important opportunity pass by. This was an incredible mobilization that had a domino effect, as students, families and co-workers pushed one another to vote. Flags sprung up on balconies, stickers on the windows of busses and walls of the metros, with bicyclists up and down the coasts whistling and shouting to get out the vote. Since 1995 no single referendum reached the 50% quorum. On Sunday evening already 41% had voted and victory was possible.

On Monday evening, June 13, the leader of the Italian of Values Party Antonio Di Pietro, who last year launched the petition drives for the referendums on nuclear energy and Legitimate Impediment held a press conference to express his pride and contentment with the outcome of this historic vote, stating that “this was a victory of the Italian People and not of the Political Establishment,” and again calling for Berlusconi to resign from power.

This is a great result also considering that there has been an almost total media blackout on all the four referendum, an institutionally driven blackout with a specific goal: not enough voters showing up to render any outcome invalid.

Over the past two months countless activities of many groups in civil society have been able to break the silence, giving back to the people the democratic right to exclude from their future and from future generations the tragic experiences the people in Chernobyl and in Fukushima have gone through, and still are.

The vote was widely seen as a poll on Italian Prime Minister Silvio Berlusconi, who was a strong proponent of nuclear energy.  "Following the decision the Italian people are taking at this moment, we must probably say goodbye to the possibility of nuclear power stations and we must strongly commit ourselves to renewable energy," Berlusconi said.

The Italian government planned to get 25 percent of its energy mix from nuclear power by 2020 and 25 percent from renewables. The referendum precipitated a huge boost in shares of renewables companies.


The 1987 Referendum
The November 8, 1987 Italian referendum on nuclear power, was launched after the Chernobyl accident by the Green party and backed by Socialist and Communist party. The referendum rejected the expansion of the country's nuclear power industry by the construction of new nuclear power plants. Voters were actually polled about three (technical worded) issues:

* abolishing the statutes by which the Inter-ministries Committee for the Economical Programming (CIPE) could decide about the locations for nuclear plants, when the Regions did not so within the time stipulated by Law 393; (80,6 % in favor)
* abolishing rewards for municipalities in whose territories nuclear or coal plants were to be built; (79,7 % in favor)
* abolishing the statutes allowing (state-owned energy-utility) Enel to take part in international agreements to build and manage nuclear plants. (71,8 % in favor)

Subsequently, the Italian government decided in 1988 to phase out existing plants. This led to the termination of work on the near-complete Montalto di Castro, and the early closure of Enrico Fermi and Caorso nuclear power plants, both of which closed in 1990.

Italy: Berlusconi trying to block nuclear referendum

On May 16, demonstrations have been held in many cities in Italy in the buildup to the national referendum on 12 and 13 June on restarting a nuclear program. Meanwhile, on May 15, a regional referendum on Sardinia regarding building a nuclear power plant ended in an astonishing  97.64 percent of votes against the plan. And even important, the percentage of voters (59.34%) was well above the 33% quorum for the validity of the consultation.

Italian PM Berlusconi is attempting to postpone the national referendum or delete the question on nuclear power from it. Angelo Bonelli, president of the Italian Green Party: "The referendums will be voted on anyway, despite the fact that the thieves of democracy have returned to action. The attempts of the government to steal the democratic rights of the Italian people to vote against nuclear energy and the privatization of water will not succeed".

Following Berlusconi's election victory in 2008 and his return to power for the third time since 1994, Italy's new minister of economic development Claudio Scajola -- before being forced out of office by a corruption scandal involving bribery and fraud in 2010 -- announced that the government had scheduled the start of construction for the first new Italian nuclear power plant by 2013. On February 24, 2009, an agreement between France and Italy was signed allowing Italy to share in France's expertise in the area of nuclear power station design. On July 9, 2009 the Italian legislature passed an energy bill covering the establishment of a Nuclear Regulatory Agency and giving the government six months to select sites for new plants. These sites have never been finalized. On August 3, 2009, Italy's energy giant Enel and Electricite de France established a joint venture Sviluppo Nucleare Italia Srl for studying the feasibility of building at least four reactors using a design of French reactor builder Areva -- the worlds largest nuclear energy company. These energy oligarchs, with Berlusconi as their champion, are doing everything in their power to preserve their multi-billion dollar investment in a nuclear future.

To this end Berlusconi's council of ministers announced a one year moratorium on all questions relating to the research and activation of sites for new nuclear plants in Italy on  March 24, 2011, less than two weeks after the earthquake in Japan and subsequent Fukushima nuclear disaster. This move was immediately met with skepticism from Italy's antinuclear movement and opposition political parties and was seen as a poorly veiled attempt to block the June referendum. On April 26th, the 25th anniversary of the catastrophic Chernobyl accident, Berlusconi held a press conference with French president Nikolay Sarkozy in Rome. At this press conference Berlusconi made his radioactive intentions clear for all. "We are absolutely convinced that nuclear energy is the future for the whole world," he said. He went on to detail how recent polls showed that the referendum to block nuclear power for decades to come could pass at this time and that by temporarily suspending Italy's return to nuclear program the issue would be revisited when the Italian voters had been "calmed down" and returned to the realization that Nuclear Energy was the most viable and safe way to produce electricity. He went on to explain how the "leftists and ecologists" had manipulated the emotions of the Italian voters after Chernobyl and penalized the Italian people who have to pay higher electric rates than France that operates 58 nuclear power plants. Berlusconi explained that the "situation in Japan had scared the Italian voters" and that the "inevitable return to nuclear power in Italy" would not be abandoned nor would the collaborations between Enel and Eletricite de France.

Now with Germany and Japan announcing the phasing out of their nuclear programs and the scrapping of plans for the construction of new reactors, it would seem like political suicide to barge full steam ahead with a pro-nuclear stance, but this is Italy and Berlusconi is still at the command. Berlusconi is now in control of all the major television outlets, including the state owned RAI, so getting the word out to the voters that there will be a vote on June 12 & 13, is proving difficult, and the heavy hand of State censorship has been yielded. At the annual May Day concert in Rome, sponsored by Italy's two largest labor unions and televised on the state run RAI, the performing artists were required to sign a waiver agreeing not to speak about the upcoming referendums or risk a fine of over ten thousand euros. This left a bitter taste in the mouths of many of the attendees of this May Day celebration as news surfaced almost immediately that the state media outlet had censored the event.

As of now the referendum to block nuclear power is still on the ballot. Only a last minute ruling by the Supreme Court could remove it, and the Berlusconi government is banking on this decision as a result of their so-called nuclear moratorium. The anti-nuclear referendum is accompanied on the June ballot by two other referendums, one to repeal the Berlusconi government's attempts to privatize water and the other to repeal a law called "legittimo impedimento" which was passed by the Right wing majority in order to protect Berlusconi from prosecution by giving him and members of parliament immunity from prosecution while serving in office. Each of these referendums required the gathering of half a million valid signatures and will need the high participation of 50 % plus 1 eligible voters to reach the mandated quorum in order to be considered valid. No legislative referendum has been able to reach this quorum in over a decade. Now the Berlusconi government is also trying to block the vote to keep water publicly owned. In recent legislation they created a new Water Authority in an attempt to legally block this referendum as well. While it is evident to the engaged and politically active citizenry that the Berlusconi government is pulling out all the stops to block the democratic process, the masses who get their information from Berlusconi's private and state run television empire are being kept in the dark. No news on the referendums is reported unless it is it is very late at night or the early hours of the morning.

Areva suspends work on US nuclear manufacturing facility.
Areva Newport News, a joint venture of Areva NP Inc. and Northrop Grumman, has postponed indefinitely further construction of a nuclear power reactor component manufacturing facility in Newport News, USA, "until market conditions become more favorable," spokesman Jarret Adams said on May 9. And "the situation in Japan" is not helping the market, according to Adams. The facility is for the manufacture of heavy components for Areva power reactors, such as reactor vessels and steam generators, including components for its US-EPR design being considered for construction by utilities in Maryland, Missouri and Pennsylvania.

When ground was broken for the facility in July 2009, the companies said manufacturing would begin in mid-2012. In August 2010, that date was pushed back to 2013. The plant represents a US$360 million investment, the partners said in 2009.

Still funding needed for new shelter Chernobyl reactor. 
On April 19, at a pledging conference in Kiev, Ukraine, representatives of about 30 countries promised to collectively provide Euro 550 million (US$ 785 million) to finish the shelter, called the New Safe Confinement for the Chernobyl-4 reactor, and a long-term spent fuel storage facility. According to the European Bank for Reconstruction and Development (EBRD), the funding gap before the conference was estimated at Euro 740 million — Euro 600 million for the shelter and Euro 140 million for the spent fuel facility — out of a total cost estimated for the two projects of about Euro 1.9 billion.

The projects have been delayed repeatedly and the price tags have crept up due to increases in labor and materials costs, as well as the requirement for more detailed technical knowledge.The NSC is currently estimated to cost Euro 1.6 billion and the spent fuel facility Euro 300 million. Italy: WikiLeaks documents show nuclear industry corruption.
In the wake of the emotion prompted by Fukushima and at a time when the Italian government appears to be reluctant to implement a policy of redeploying nuclear power (phased out following a referendum in 1987), the Italian magazine L'Espresso publishes in its March 18 "All'Italia mazzette sull'atomo" article, a series of American diplomatic cables that reveal how "bribes could have a major impact on the future of the country’s energy industry." The documents obtained by WikiLeaks provide details of a four-year US campaign, which began in 2005, to encourage Italy to re-start a nuclear power program with a view to reducing its energy dependence on Russian gas and limiting the influence of the partnership between Italian energy company ENI and Russia’s Gazprom. To this end, according to the article in the March 18 issue of L'Espresso, Washington fought a prolonged battle with the French nuclear power specialist EDF-Areva in which it took advantage of its close ties with several Italian companies. In the end, writes L'Espresso, the American lobbyists succeeded in convincing Rome to set aside EU safety standards for new power stations and to adopt more flexible OECD norms — a victory for US industry, obtained at the expense of the safety of the Italian people.

Arrests at antinuclear action Belarus.
Activists from Belarus and Germany arrested brutally at peaceful anti-nuclear action. On  April 25, six activists from Germany and five activists from Belarus, as well as one activist from Poland have been brutally arrested in the Belarus capital of Minsk. Around 40 activists have protested peacefully against the construction of the first nuclear power in Ostrovetz, Belarus. They held banners saying «Chernobyl, Fukushima --- Ostrovets?» and «We are against nuclear power plants» and handed out leaflets. There were two flashmobs - the first lasted around 5 minutes.

However, the second flashmob was interrupted immediately. After around one minute two vehicles with civil police stopped, as well as a red prisoner's transport. Peaceful protestors were thrown to the ground and arrested using brutal force.

All German people and the person from Poland were deported by train to Warsaw on the evening of April 27.

Criticism South Korean UAE contract
A news program has belatedly exposed the fact that the South Korean government agreed to provide a loan covering approximately half the construction costs for the exportation of a nuclear power plant to the United Arab Emirates. While the government explained that this was part of ordinary power plant export financing, controversy has been flaring up as this revelation couples with previous controversies over inflation of the order amount and the deployment of troops to the UAE as a condition for receiving the order. A Jan. 30 episode of the MBC program 'News Magazine 2580' revealed that in the process of signing a contract with the UAE for the power plant export in December 2009, the South Korean government agreed to provide a loan for approximately US$10 billion (7.25 billion euro) of the total order amount of US$18.6 billion through Korea Eximbank. In addition, the program reported that the repayment period was set at 28 years, and that the transaction generates a loss due to the fact that South Korea, which has a lower credit rating than the UAE, has to borrow the money at high interest rates and lend it at low interest rates. The program also reported that the construction has encountered setbacks, including a delay in the groundbreaking ceremony from its originally scheduled date in late 2010, as the Korean government has encountered difficulties coming up with the promised US$10 billion loan.

Germany: Complaints against runtime extensions to Constitutional Court.

In cooperation with citizens living close to Germany's seven oldest nuclear powerplants, Greenpeace has submitted a complaint to Germany's Constitutional Court (Bundesverfassungsgericht). While Greenpeace Germany generally argues that the runtime extensions endanger each citizen's right of being protected against bodily harm, the new constitutional complaint is specifically directed at the latest Nuclear Energy Law's paragraph 7d. The new §7d tells reactor operators, in rather poetic language, to reduce risks threatening "the population". This is, according to Greenpeace's law experts, a significant point. It means that individual citizens who have lately filed complaints (with support from Greenpeace) against the extension of the licenses for reactors in their neighborhood will be denied the right of action. In other words, the old Nuclear Law was designed to protect citizens and gave them the right to complain in local courts against the risks caused by the local polluter, and the new law withdraws this right.

Parallel to Greenpeace's action, two other complaints against the new Nuclear Law

will be filed at the Constitutional Court later this year. One is by a number of states of the German federation and the other is by groups of members of the federal parliament.

Norway: severe consequences of Sellafield accident.
An accident at the high-activity liquor storage at Sellafield would have severe consequences for Norway's wildlife, agricultural industry and environment. The Norwegian Radiological Protection Authority has published a second report on the consequences of a accident that releases just one per cent of the high-level liquid waste at Sellafield. This report looks at the consequences to the environment and animals, while the first report considered the fallout likely from a similar accident. The report use the typical weather experienced in October 2008 and only considers the release of caesium-137. An actual accident would release other radionuclides, particularly strontium.

It is estimated the amount of caesium-137 deposited on Norway would be about seven times that from Chernobyl. Direct costs from Chernobyl on agriculture and reindeer in Norway have been over 665 million kroner (US$118 million; 86 million euro) and there are still annual costs of 15 million kroner. Up to 80 per cent of all lambs in Norway would be expected to have excess radiation levels and restrictions apply for decades. The report is available at www.nrpa.no/dav/0942d3dc93.pdf

Canada: White Elephant 'Pointless Lepreau' reappears in New Brunswick.
The Point Lepreau nuclear generating station provides the quintessential definition of a white elephant. The aging nuclear plant opened its doors three times over budget in 1983. The Energy and Utilities Board refused to support spending on refurbishing it beyond its expected lifetime, but politicians went ahead anyway. Today, costs for the touch-and-go overhaul are already over Cdn$1.4 billion (1.4 bn US$, 1 bn Euro). The latest guess at a completion date is May 2012, a delay of almost three years. Damage to public and worker health and the environment have yet to be calculated and the final costs for taxpayers may not end for generations.

An alliance of public interest groups in New Brunswick, known as the Point Lepreau Decommissioning Caucus, is spreading a simple, but powerful message: Point Lepreau is a white elephant, we don't need it. Pointless Lepreau is old, sickly and on its last legs: Do Not Resuscitate. To underline the foolishness of refurbishing Lepreau, the groups are holding surprise events featuring their newest member, an actual white elephant costume aptly named Pointless Lepreau.

When the dust settles.
The International Coalition to Ban Uranium Weapons (ICBUW) and IKV Pax Christi have been working on a joint project to create an animated short film on the hazards of depleted uranium and the international campaign against its use and are happy to announce that the English language version has now been completed. We have sought to render down a complex issue into six and a half minutes and at present the animation is available in English and Dutch, we hope that additional languages will be available in future.

UK Gov't sending papers down the memory-hole. The UK government and its agencies like the Nuclear Decommissioning Authority (NDA; successor to Nirex) are trying to airbrush out the history of the attempt to find a nuclear waste repository in West Cumbria. Documents and scientific papers which were formerly available on their websites have been removed; the Nirex documents have been transferred to the safe keeping of the British Geological Survey, where they may be 'consulted' at Keyworth, Nottinghamshire. But nothing remains online, not even an index of the documents and reports. Now, David Smythe has re-scanned much of the material and collected links of other parts.

Sellafield (West-Cumbria) was disqualified for several reasons, but now NDA and government is looking again at that region for final disposal.

Monju: accident delays startup with 3 more years. The task of removing a device that accidentally fell into the prototype fast-breeder reactor Monju in August will delay its full startup about a year to 2014 or later.
The Japan Atomic Energy Agency, the operator of the 280 MW Monju reactor in Tsuruga, Fukui Prefecture, is expected to remove the device next summer or later and then conduct checkups, delaying the test operation initially scheduled to start next spring and subsequent full-fledged run. Removing the 3.3-ton device, which was used for fuel exchange before it fell into the reactor vessel in the Aug. 26 accident, requires special equipment, approval from the Nuclear and Industrial Safety Agency under the Ministry of Economy, Trade and Industry and a followup inspection.
Monju resumed operations with limited power output in May 2010 after 14 years and five months(!) of suspension due to a sodium coolant leak and a resultant fire and coverup attempt in 1995.

Extended operation for Paducah enrichment plant? US uranium enrichment company USEC said that it is working to extend the operation of its Paducah plant in Kentucky beyond May 2012, when the old and inefficient gaseous diffusion plant had been expected to shut down. The company said that it will "base its decision to extend operations upon economic considerations and the ability of the plant to operate profitably." The Paducah plant – currently the only operating uranium enrichment facility in the USA - is set to be replaced by USEC's planned American Centrifuge Plant (ACP) project in Piketon, Ohio.

The full ACP plant was originally expected to commence commercial operation in early 2010 and achieve full annual capacity at the end of 2012. However, early in 2009 the whole project was slowed pending funding through the Department of Energy (DoE) loan guarantee program, and in July 2009 it was suspended due to the DoE refusing to award a US$2 billion (1.5 billion euro) loan guarantee, and asking USEC to withdraw its application. USEC refused to do this, and in July 2010, it submitted an updated loan guarantee application to the DoE. In October 2010, DoE informed USEC that it has largely completed its initial technical review of USEC's application and is proceeding to the next stage of the loan guarantee process.

Although USEC earlier secured investment of U$200 million from Toshiba and Babcock & Wilcox to support the ACP, the company maintains that additional financing is needed to complete plant construction.

Italy: referendum on relaunching nuclear power.
Italy's constitutional court ruled on January 12, a national referendum could be held against the construction of nuclear power plants, dealing a potential blow to government plans to relaunch the sector. Prime Minister Silvio Berlusconi wants nuclear plants to generate a quarter of the country's electricity in the future. The court allowed a request by opposition politician Antonio Di Pietro for a referendum, which will take place between on a Sunday between April 15 and June 15.

Antonio Di Pietro is leader of Italia dei Valori (Italy of Values) a centrist political party and an outspoken opponent of nuclear power. An April 2010 petition by the party successfully gathered the 500,000 signatures of Italian voters needed for the referendum to proceed through the Italian legislative system. This was presented to the Constitutional Court for it's final ruling on the admissibility of the proposed referendum.

Public opinion in Italy has been generally hostile to nuclear energy, and a 1987 referendum following the Chernobyl disaster in Ukraine in 1986 closed all plants and phased out production.

US embassy cable on Belene.
A US diplomatic cable, originating from the WikiLeaks organisation and published in the Guardian newspaper just before Christmas, relates the serious misgivings of US Ambassador in Bulgaria, Nancy McEldowney, over the planned Belene nuclear power plant in Bulgaria. Commenting in 2009, McEldowney notes that the controversial nuke project, slated for construction in an earthquake zone, “is dogged by cost overruns, financing woes, construction delays, and now serious safety and quality assurance concerns. Belene may end up costing Bulgaria more than money in the long run.” 
The high-level revelations thus confirm the concerns consistently raised in recent years by campaign NGOs such as the BeleNE! Coalition, CEE Bankwatch Network, Greenpeace, Urgewald, BankTrack and many others in Bulgaria and across Europe. The project-related information described by the US Embassy in Sofia is derived from various sources, including project experts and Bulgarian governmental officials.
The cable also presents the problems experienced by RWE, the German energy utility giant that was involved in Belene as a strategic investor throughout 2007-2009. “RWE is clearly feeling 'buyer's remorse' about its participation in Belene. Belene experts said that RWE remains 'in the dark' on most on-site day-to-day and technical issues. During a late May 2009 Belene project meeting, RWE asked numerous basic questions, indicating that they have not seen any of the on-site safety and environmental reports.”
This confirmation about the project's serious shortcomings comes during a period of renewed pressure from the Russian government to speed up Belene's construction. Meanwhile, the British-based bank HSBC has been recently selected as the financial consultant to organise financing for the Bulgarian nuke. In 2009 French bank BNP Paribas pulled out of a similar role following its own fruitless attempts to convince private and public European investors to put up money for Belene.
In parallel, and following invitations from Bulgaria's prime minister Boyko Borisov to invest in Belene, none of the other countries in the region has as yet confirmed their participation. Croatia has already declared no interest, while Serbia and Macedonia await more documents before taking their decisions. The most damning – and credible – Belene documentation looks already to have been delivered.

USA: another huge victory.
More than 15,000 letters were sent to Congress in December and many, many phone calls made to stop US$8 billion (6 billion euro) in taxpayer loans for new nuclear reactor construction. And the final government funding bill, signed by President Obama, contains not one dime for new nukes! The Senate was forced to pull the "Omnibus" funding bill it had proposed, which included the US$8 billion in taxpayer loans for the nuclear industry, and instead a "Continuing Resolution" was passed that funds the government through mid-March.

That makes at least seven major efforts over the past two years by nuclear industry backers to increase taxpayer loans for new reactors -and every one of those efforts has been blocked! Grassroots people power works! Michael Mariotte: "Take a moment to celebrate … and get ready to do it all over again early in the new year -because the nuclear industry will surely be back, hat-in-hand, looking for your money again. We will, of course, keep you informed."

The Japan Atomic Energy Agency, the operator of the 280 MW Monju reactor in Tsuruga, Fukui Prefecture, is expected to remove the device next summer or later and then conduct checkups, delaying the test operation initially scheduled to start next spring and subsequent full-fledged run. Removing the 3.3-ton device, which was used for fuel exchange before it fell into the reactor vessel in the Aug. 26 accident, requires special equipment, approval from the Nuclear and Industrial Safety Agency under the Ministry of Economy, Trade and Industry and a followup inspection.
Monju resumed operations with limited power output in May 2010 after 14 years and five months(!) of suspension due to a sodium coolant leak and a resultant fire and coverup attempt in 1995.

Italy: referendum on relaunching nuclear power.
Italy's constitutional court ruled on January 12, a national referendum could be held against the construction of nuclear power plants, dealing a potential blow to government plans to relaunch the sector. Prime Minister Silvio Berlusconi wants nuclear plants to generate a quarter of the country's electricity in the future. The court allowed a request by opposition politician Antonio Di Pietro for a referendum, which will take place between on a Sunday between April 15 and June 15.

Antonio Di Pietro is leader of Italia dei Valori (Italy of Values) a centrist political party and an outspoken opponent of nuclear power. An April 2010 petition by the party successfully gathered the 500,000 signatures of Italian voters needed for the referendum to proceed through the Italian legislative system. This was presented to the Constitutional Court for it's final ruling on the admissibility of the proposed referendum.

Public opinion in Italy has been generally hostile to nuclear energy, and a 1987 referendum following the Chernobyl disaster in Ukraine in 1986 closed all plants and phased out production.

UK: more no-subsidies.
The government's Green Investment Bank could fund the building of new nuclear reactors, it has emerged. It is the latest form of public financial support on offer to the industry from the government which continues to insist that the industry will not receive any more subsidies. The Conservatives' pre-election manifesto promised that the Green Investment Bank - which was also in the coalition agreement - would finance "new green technology start-ups". But documents issued before Christmas by Vince Cable's business department list new reactors, along with offshore wind farms and new electricity grids, as one of the three proposed "target sectors" on which the bank would initially focus.

Israel: Founders antinuclear information network died.
Shirley Rose Benyamin died late last year and Herschell Benyamin died early January in Jerusalem. After the Chernobyl disaster of 1986, Shirley Benyamin "decided to do something to stop Israel from going down the nuclear power pathway," as environmentalist Alon Tal recounted in his book Pollution in a Promised Land. In addition to her husband, she enlisted the late Dr. Dvora Ben-Shaul, a journalist and scientist. The group founded the Israel Agency for Nuclear Information, but in the post-Vanunu affair atmosphere, the Interior Ministry refused to register the non-profit. The group reconstituted itself with broader environmental goals as EcoNet and was approved. The establishment was suspicious of the couple, but Shirley was undeterred. Funds she raised made it possible to examine the state of health of employees of the Dimona reactor, for which EcoNet won the Israel Prize in 1994. Donations she solicited also helped provide seed money for the Israel Union for Environmental Defense, Green Action and others.

The IPPNW World Congress in Basel, Switzerland,  (August 25 – August 30, 2010) to also talk about nuclear power.
Nuclear weapons and disarmament are still hitting media headlines. The signing of the new START (Strategic Arms Reduction Treaty) was an important step towards the reduction of global nuclear arsenals. European governments are pushing for a withdrawal of US nuclear weapons from European NATO member countries. Leading politicians of several countries are calling for active and far-reaching reductions in the numbers of nuclear weapons in the interests of world security. It was hoped for that the Review Conference of the Non-Proliferation Treaty (NPT) in May in New York would bring further concrete measures. And although this did not happen the ‘Atomic Scientists’ decided to set back the Doomsday Clock one minute – from 5 minutes to 6 minutes to midnight.

On the other hand, some countries want to keep the prestige of being a nuclear power and some are becoming greatly interested in acquiring such power. Thousands of nuclear missiles still exist – decades after the end of the Cold War – on high alert, ready to be launched at a moment’s notice. Added to this, the interest of powerful companies in the military-industrial complex to continue building nuclear missiles is strongly influential. These companies put forward persuasive arguments for retaining the status quo through the use of intense political lobbying.

“Global Zero” is the desire of many millions of people and is also the vision of  the International Physicians for the Prevention of Nuclear War (IPPNW). Join them in sharing this vision in August at the 19th IPPNW World Congress in Basel, Switzerland. Traditionally the IPPNW only talks about nuclear weapons. This time their pre-conference programme also touches upon the issue of nuclear energy. Take this opportunity to discuss with them the important role ”civil” nuclear energy plays in increasing proliferation risks.

Italy: Regions have no say in siting nuclear reactors.
On June 30, Italy's highest court rejected an appeal by 10 Italian regions to have a say on the location of any nuclear power plants built.

Last July, the right wing majority in the Parliament adopted a law that gives extra power to the government in order to choose sites for new nuclear plants and provides the use of military forces to make its realization possible. On September 30, with the support of environmental organizations, 10 of 20 regions contested that law asking the intervention of the Constitutional Court. According to the regions the law violates the Italian Constitution by giving the government the power to decide without the consensus of local institutions. The June 30 ruling by the Constitutional Court effectively means the central government will have the final say on the site of the plants.

Nuclear power was abandoned in Italy nearly 25 years ago after a referendum in 1987. Enel and France's EDF would like to start building four nuclear power stations in Italy in 2013. Public opinion in Italy has been generally hostile to nuclear energy and local authorities had demanded a say in their approval.

After N-Korean 'nuclear breakthrough': xenon levels, eight times higher. Abnormal radiation was detected near the inter-Korean border days after North Korea claimed to have achieved a nuclear technology breakthrough, South Korea's Science Ministry said June 21. It failed to find the cause of the radiation but ruled out a possible underground nuclear test by North Korea, because there is no evidence of a strong earthquake that must follow an atomic explosion.
 

On May 12, North Korea claimed its scientists succeeded in creating a nuclear fusion reaction - a technology also necessary to manufacture a hydrogen bomb. South Korean experts doubted the North actually made such a breakthrough. On May 15, however, the atmospheric concentration of xenon - an inert gas released after a nuclear explosion or radioactive leakage from a nuclear power plant - on the South Korean side of the inter-Korean border was found to be eight times higher than normal.

Nuclear fusion as cause for the Xenon-measurement is very unlikely (to say the least). To start with: the alledged fusion breakthrough supposedly took place in mid-April and the half-lives of its radioisotopes are counted in hours or days. So a measurement almost a month  later is very unlike. But most important: a fusion reaction doesn’t produce fission products. Radioactive Xe isotopes, besides from a weapons test, can also be produced from operating a fission reactor with cracked fuel rods or from fission occurring in cooling water from released fuel. So possibly the higher levels could have been from built up Xe within a reactor containment vessel from an accident. A Science Ministry official said the wind was blowing from north to south when the xenon was detected and said it could have come from Russia or China, not necessarily from North Korea.

Nuclear projects in Baltic Region.
On June 16, antinuclear activists with protest banners greeted IAEA head Y.Amano and  Lithuanian Prime Minister A. Kubilius during their participation in the Roundtable discussion on "Regional nuclear energy projects" in Vilnius, Lithuania. Activists called to cancel development of the three nuclear energy projects in the Baltic region and to switch investments and cooperation to renewables and energy efficiency. Ostrovec nuclear power plant (Belarus), Baltic npp (Russia, Kaliningrad region) and the Visaginas nuclear power plant (Lithuania) are  primary targets for the criticism of environmentalists from Lithuania, Belarus and Russia. All these planned nuclear power plants face similar problems: safety, environmental, radioactive waste management, fake plans for investment.Later activists took part in the roundtable discussion as observers. Main issue there was that each country was convincing others how important their nuclear project is for the country and how good for the region. Lithuania was raising doubts about various aspects of Belarussian and Kaliningrad nuclear projects, promoting its own as "more transparent and safer".

New name for GNEP: INFEC.
The Global Nuclear Energy Partnership Steering Group met in Accra, Ghana on June 16-17, 2010 and approved unanimously several transformative changes. This to "reflect global developments that have occurred since the Partnership was established in 2007".  The transformation includes a new name - the International Framework for Nuclear Energy Cooperation (INFEC)-- and the establishment of a new Statement of Mission. One of the main points of the Global Nuclear Energy Partnership (GNEP), announced by the United States in 2004, was to limit spread of enrichment (as well as reprocessing) technology. At the core of the strategy was the idea that countries that don't have fuel cycle facilities would refrain from acquiring them and accept the status of "fuel customers". Fuel services would then be provided by "fuel suppliers", who already have the necessary technology. There were doubts about the viability of this strategy from the very beginning.

The IFNEC acronym brings back echoes of the International Nuclear Fuel Cycle Evaluation (INFCE) program under the IAEA in the late 1970s. It too was set up on the initiative of the USA and worked on the "urgent need to meet the world's energy requirements," to make nuclear energy more widely available and "to minimize the danger of nuclear weapons proliferation without jeopardizing energy supplies or the development of nuclear energy for peaceful purposes" all with special attention for the needs of developing countries. One interesting difference was the inclusion of Iran as co-chair of INFCE's group on uranium enrichment availability.

Last year in June, the US. Department of Energy (DoE) decided to cancel the GNEP programmatic environmental impact statement (PEIS) because it is no longer pursuing domestic commercial reprocessing, which was the primary focus of the prior administration's domestic GNEP program. That decision followed a change in government policy on commercial reprocessing since president Obama took over from Bush.

Jordan formally announced that it will host the next meeting of the International Framework's Executive Committee in the fall of 2010. Some 25 countries have joined the GNEP.

China bends international rules to sell reactors to Pakistan.
China has agreed to sell two nuclear reactors to Pakistan. Under the Nuclear Suppliers Group’s (NSG) guidelines, countries other than China, France, Russia, the United Kingdom, and the United States (the five recognized nuclear weapon states) are not eligible to receive nuclear exports from NSG members unless they agree to inspections known as full-scope safeguards. Pakistan currently does not open all of its nuclear facilities to international inspections.

The US government “has reiterated to the Chinese government that the United States expects Beijing to cooperate with Pakistan in ways consistent with Chinese nonproliferation obligations.” Given that the US has signed a major nuclear deal with India – like Pakistan, a non-signatory to the Non-Proliferation Treaty (NPT) – the move smacks of hypocrisy. The US pushed the IAEA into conceding to country-specific safeguards for India’s reactors, then lobbied for country-specific concessions for India from the NSG. As a result, lucrative nuclear contracts are being signed by India and countries like France, Russia and the UK. As such, when experts cite the violation of the NPT’s international guidelines by the Pakistan-China civilian nuclear deal, the IAEA and NSG concessions to India give this posturing little credibility.

Brazil: Angra 3 To Cost US$ 550 million more.
The overall budget for the construction of the Angra 3 nuclear power plant in Brazil will be around R$ 9.9 billion (US$ 5.06 billion or 4.03 billion euro), according to the manager of Planning and Budgeting of Eletronuclear, Roberto Travassos. The increase of more than R$ 1 billion (US$ 550 million or 438 million euro) over the previous estimate (R$ 8.77 billion/ US$ 4.875 billion), is the result of contract  revisions and monetary correction of former estimates.

Outgoing UN Inspector: dubious role on Iran.
Olli Heinonen, the Finnish nuclear engineer who resigned July 1, after five years as deputy director for safeguards of the International Atomic Energy Agency (IAEA), was the driving force in turning that agency into a mechanism to support U.N. Security Council sanctions against Iran. Heinonen was instrumental in making a collection of intelligence documents showing a purported Iranian nuclear weapons research program the central focus of the IAEA’s work on Iran. The result was to shift opinion among Western publics to the view that Iran had been pursuing a covert nuclear weapons program. But his embrace of the intelligence documents provoked a fierce political struggle within the Secretariat of the IAEA, because other officials believed the documents were fraudulent.

Heinonen took over the Safeguards Department in July 2005 – the same month that the George W. Bush administration first briefed top IAEA officials on the intelligence collection. The documents portrayed a purported nuclear weapons research program, originally called the "Green Salt" project, that included efforts to redesign the nosecone of the Shahab-3 missile, high explosives apparently for the purpose of triggering a nuclear weapon and designs for a uranium conversion facility. Later the IAEA referred to the purported Iranian activities simply as the "alleged studies." The Bush administration was pushing the IAEA to use the documents to accuse Iran of having had a covert nuclear weapons program The administration was determined to ensure that the IAEA Governing Board would support referring Iran to the U.N. Security Council for action on sanctions, as part of a larger strategy to force Iran to abandon its uranium enrichment program.

Long-time IAEA Director-General Mohammed ElBaradei and other officials involved in investigating and reporting on Iran’s nuclear program were immediately skeptical about the authenticity of the documents. According to two Israeli authors, Yossi Melman and Meir Javadanfar, several IAEA officials told them in interviews in 2005 and 2006 that senior officials of the agency believed the documents had been "fabricated by a Western intelligence organizations." Heinonen, on the other hand, supported the strategy of exploiting the documents to put Iran on the defensive. His approach was not to claim that the documents’ authenticity had been proven but to shift the burden of proof to Iran, demanding that it provide concrete evidence that it had not carried out the activities portrayed in the documents.

U.K.: Waste costs 'not acceptable' for industry.
The nuclear industry has been heavily lobbying to change proposed charges for managing wastes from nuclear reactors. Papers released under Freedom of Information show how the French company EDF pressed the previous government to change the proposed 'high fixed cost' for managing wastes and the timetable for handing the management of wastes to the Nuclear Decommissioning Authority. The previous government made significant changes to the way it initially proposed charging companies for managing their wastes. It also agreed that responsibility for wastes should pass to the NDA after 60 years instead of the original 110 years. This would reduce the financial liabilities and costs for companies.

EDF told the government the original proposals were "non-acceptable" and made it uneconomic to develop new reactors.

ENEL INVOLVED IN CONSTRUCTION OF BALTIC NUCLEAR PLANT?

Russian leading business magazine 'Expert' reported on February 4, that Italian Enel may invest into construction of a nuclear power plant in the Russian region of Kaliningrad. According to the magazine, Enel and Russian 'Inter RAO' are in talks to set up a joint company to build two VVER-1200 nuclear reactors nearby the border of Kaliningrad and Lithuania. Lithuania is a member of the European Union. Both companies are not commenting on the issue presently. 'Inter RAO' is a Russian company dedicated to find EU-customers for electricity from Russian nuclear reactors. State-owned nuclear corporation 'Rosatom' (previously known as Minatom) owns 57,3% of 'Inter RAO' shares.

WISE Kaliningrad - This Baltic nuclear power plant was heavily criticized by environmental groups in 2009 when 'Rosatom' held public hearings on the construction of the reactors in Kaliningrad region. According to activists, the construction site is not appropriate, for instance because underground water is near surface while it must be at least 40 meters lower. The design of the reactor is new and has no confirmed safety record. Radioactive releases from the nuclear plant may affect the Neman River which runs to the Baltic Sea. The Baltic nuclear plant will be located right under an international airway but developers of the reactor design said they never analyzed the sustainability of the reactor in case of large airplane crash. Modelling was done only for a relatively small (up to 20 tons) airplane crash.

Furthermore the project of the Baltic nuclear power plant doesn’t have any realistic plan on nuclear waste disposal. According to the environmental impact assessment of the Baltic nuclear power project, done by a company owned by “Rosatom”, spent nuclear fuel will be transported out of the Kaliningrad region to a reprocessing plant. At the same time, there is no reprocessing plant in Russia which would be able to reprocess spent fuel from a VVER-1200.

An opinion poll conducted in 2007 demonstrated that 67% of local residents in Kaliningrad where opposed to the construction of the nuclear plant. Moreover, the region will fully cover its entiry electricity needs by 2013, according to the investment' plans of the local government, while the first reactor may go on-line in 2016 at the earliest. It is therefor likely that 100% of the electricity produced by the reactors will be for export, while local residents will take the risks related to reactor accidents and radiation leakages from the storage of nuclear waste.

According to 'Rosatom', the two reactors will cost around Euro 6 billion. According to 'Inter RAO', the price may increase up to Euro 9 billion including costs of additional infrastructure.

ITALIAN ANTI-NUCLEAR MOVEMENT ‘READY 'TO WIN AGAIN'

Thanks to a referendum in 1987 Italy was the first industrialized country to phase out from nuclear power. More than 20 years after this historical popular vote, Italy's right wing government lead by Silvio Berlusconi decided to push for a “nuclear renaissance” in the country. Announced soon after the elections in 2007, the nuclear program drafted by Claudio Scajola, minister of economic development, aims to build eight new nuclear power plants in order to meet the goal of 25% of electricity production from nuclear.

Legambiente - Italy, according to a common idea shared by government and some industrial sectors, lost competitiveness by choosing to abandon nuclear power and is now paying the cost of electricity more than its neighbors. Nuclear power, as usually put forward by its supporters, will guarantee greater energy security for the country, will lead to great savings in the electricity bill and finally will help fighting climate change. After all, the thesis supported by nuclear promoters in Italy is the same as used in many industrialized countries, and is constantly denied by facts.

Starting from the analysis produced by the American Department of Energy (DoE), many studies indicate that the cost of electricity produced by nuclear power will continue in the future to be higher than the traditional energy sources. In Italy as elsewhere, according to what is also stressed in the 2009 report from the Massachusetts Institute of Technology, nuclear power won't be competitive if not subsided by the state. Due to the high costs and the time needed to realize new reactors, nuclear power won't have positive effects in the fight against climate change. Recently Scajola admitted that the first nuclear plant would not be ready before 2025. By that time however Italy should already have drastically reduced its greenhouses gases emissions in order to comply with the Kyoto protocol and the 2020 targets approved by the European Union last January (2009). At last nuclear power will have no positive effects on the Italian energy security due to the need of uranium importations and the nuclear waste exportations. Facts and scenarios clearly show that nuclear power will not allow the Berlusconi government to fulfill its promises. On the contrary what is clear is that new reactors will create huge consequences starting from the risk of accidents, the radioactive contamination and the waste management. All kinds of problems Italian authorities should know very well.

Twenty-two years after the referendum the authorities are still very far from getting rid of the heavy inheritance left by the four plants built in the past. Decommissioning of existing reactors is still at the beginning and there is no clear idea on how to deal with the huge amount of nuclear waste produced in 30 years of activity. According to the National Agency for the Protection of territory and environment (APAT) Italy has a hundred temporary deposit sites which host a total of 25000 cubic meters of radioactive waste and a big part of it is still stocked inside the plants. In 2003 the Berlusconi government decided to build a single temporary disposal site in Scanzano Ionico, in southern Italy, a decision also motivated by an attempt to limit the dangerous fragmentation in the control and security system. However the plan was abandoned soon afterwards due to a lack of reliable environmental evaluation, underestimation of risks and thanks to strong s mobilization lead by local environmental grassroots organizations. Today the nuclear waste remains where it is and the management costs are still paid through public resources. In the pasts 10 years more than 600 million euro is spent for the nuclear bill and a further 3 billion euro are expected to be paid in the next future. There is however another element besides costs that should worry Italian authorities: the high interest by the Mafia concerning all waste management businesses.

Denounced for several decades but more recently proved by various trials, Italy, in particularly its southern regions, has been used as a big dump for illegal disposal of industrial and urban waste. This is a business, lead by criminal organizations such as Camorra and 'Ndrangheta, that could have also involved radioactive material as recently pointed out by a Mafioso turned informant. Last September Francesco Fonti, a detained for Mafia, revealed the involvement of criminal organization in the “Poison Boats” case which regards an undefined number of ships loaded with waste and deliberately sunk in the Mediterranean coasts of Calabria. According to Fonti, who with his revelation made it possible to find a wreck supposedly used for the traffic, criminal organizations dealt also with nuclear waste and buried several radioactive drums on land near the city of Matera while some other drums were loaded on boats.

Neither the risks, nor the high cost scenarios nor the Mafia activity in the waste business are however preventing the government to keep on with the “nuclear renaissance” plan. Last July the right wing majority in the Parliament adopted a law that gives extra power to the government in order to choose sites for new nuclear plants and provides the use of military forces to make its realization possible. On December 23, a new decree fixed the criteria for the nuclear site selection and provided huge subsidies for local communities that will host nuclear plants. To compensate damages during the plant construction, government established a 3.000 Euro compensation for every MW realized, while a 0,4 Euro subsidies is set after the plant starts working. The strategy the government is drafting aims to prevent all kind of protests and demonstrations against nuclear, but the effect until now is rather the opposite.

On September 30, with the support of environmental organizations, 11 Regions, on a total of 20, contested the law approved in July, asking the intervention of the Constitutional Court.. According to the Regions and to the environmental organizations the law violates the Italian Constitution by giving the government the power to decide without the consensus of local institutions. One month later another blow to the governmental strategy came from the Puglia Region, where the local Partito delle Libertà, the Berlusconi coalition, voted together with the left wing coalition in favor of a regional law against nuclear.

Meanwhile the 'no nuclear power' movement is growing and is likely to become even more persuasive than in 1987, also thanks to the great potentials offered today in Italy by renewable sources and energy efficiency. The expansion of clean and decentralized energy is already a reality in the country. This is proved by over a hundred local communities that in the past years became energy autonomous. The antinuclear front, as written in a slogan during the last demonstrations, is “ready to win again”.

Italian activists continue the anti-nuclear struggle.
“Ready to win again against Nuclear!” With this slogan Italian anti-nuclear activists organized on October 31, a new demonstration in the village of Montalto di Castro against the government, that intends to build eight new reactors in the country. This in spite of the 1987 referendum that succeeded in closing all existing nuclear plants. “In the late 80s Montalto was one of the locations chosen for a nuclear plant” reminds Legambiente, the association that promoted the demonstration, “but thanks to the referendum victory environmentalists managed to stop any project”. Today this little village situated in between Rome and Florence is again under the threat of nuclear. Its name recently appeared together with other 9 sites in an informal list indicating the places suitable for the authorities to host nuclear plants.

U.K.: Waste to stay at Dounreay?
The Scottish Government is considering allowing foreign intermediate level reprocessing wastes to remain at Dounreay instead of being return to the overseas customers. Instead vitrified high-level waste from Sellafield, contained in glass blocks, would be returned to the Dounreay customers. Until now Dounreay has insisted the wastes, from reprocessing overseas highly-enriched uranium spent fuel, would be sent back to the country of origin. The wastes have been mixed with concrete, like other wastes at the site, and there are about 500 drums weighting around 625 tonnes. Documents released under Freedom of Information Act show the Scottish Government favours the 'waste substitution' proposals and a public consultation is expected before the end of the year. There has already been a consultation on a 'waste substitution' policy for Sellafield's wastes and this has been approved by the Westminster government. The Dounreay proposal has been criticised as turning Scotland into a "nuclear dumping ground", in the words of Green MSP Patrick Garvie. The future of the overseas low level reprocessing wastes is uncertain, although it will probably also remain at Dounreay. In the past spent fuel from Dounreay has been sent to Sellafield for reprocessing, so the site already holds some wastes from the Scottish plant.

On November 2, North Korea’s official news agency, K.C.N.A., announced that the country completed reprocessing the 8,000 fuel rods unloaded from its nuclear reactor in Yongbyon, two months ago and had made “significant achievements” in turning the plutonium into an atomic bomb. In early September, North Korea had told the United Nations Security Council that it was in the “final phase” of reprocessing the 8,000 rods and was “weaponizing” plutonium extracted from the rods. With this announcement North Korea put further pressure on the United States to start bilateral talks. “We have no option but to strengthen our self-defense nuclear deterrent in the face of increasing nuclear threats and military provocations from hostile forces,” the news agency said. North Korea conducted underground nuclear tests in October 2006 and in May this year. In April, it also test-fired a long-range rocket. North Korea has also said it was also enriching uranium. Highly-enriched uranium would give it another route to build nuclear bombs

The figure on this page shows background information on bare critical masses for some key fissile isotopes. A bare critical mass is the spherical mass of fissile metal barely large enough to sustain a fission chain reaction in the absence of any material around it. Uranium-235 and plutonium-239 are the key chain-reacting isotopes in highly enriched uranium and plutonium respectively. Uranium-233, neptunium-237 and americium-241 are, like plutonium-239, reactor-made fissile isotopes and could potentially be used to make nuclear weapons but have not, to our knowledge, been used to make other than experimental devices. U.K. Submarine radioactive wastes.
Up to five sites in Scotland have been considered by the Ministry of Defence for storing radioactive waste from decommissioned nuclear submarines - including Dounreay in Caithness, according to documents obtained by the Sunday Herald. In total 12 possible storage sites in the UK have been considered by the MoD.  There are already 15 decommissioning submarines lying at Rosyth or Devonport and a further 12 are due to leave active service by 2040. Rosyth and Devonport will be used to cut up and dismantle the submarines, but the MoD's problem is what to do with the waste, especially the large reactor compartments which are the most heavily contaminated. In Scotland the MoD is apparently considering Dounreay, Faslane, Coulport, Rosyth and Hunterston. Among possible sites in the England are Devonport, Aldermaston and Burghfield.

The Nuclear Decommissioning Authority has warned that use of many of the sites would be "contentious". Highland Council, for example, is opposed to any non-Dounreay wastes being taken to the site and this is included in planning conditions for the new low level facility.

Austrian courts cannot shut Temelin.
The Austrian region of Oberoesterreich, backed by a number of local landowners, is not entitled to sue for the closure of Czech Temelin nuclear power plant, the European Court of Justice, Europe's highest court, ruled on October 27. The case had been brought under an Austrian law that states a landowner can prohibit his neighbor from causing nuisance emanating from the latter's land if it exceeds normal local levels and significantly interferes with the usual use of the land. If the nuisance is caused by an officially authorized installation, the landowner is entitled to bring court proceedings for compensation.

 In a bid to close the Temelin plant, the Land Oberösterreich (Province of Upper Austria) made an application under this law to the Landesgericht Linz (Linz Regional Court), claiming that ionizing radiation and the risk of an accident was spoiling use of its agricultural land. Oberoesterreich owns an agricultural school.

However, the regional court has now been told it has no power over organizations operating in another EU member state, after it sought clarification from the European Court of Justice (ECJ). In a statement, the ECJ said: "Austria cannot justify the discrimination practiced in respect of the official authorization granted in the Czech Republic for the operation of the Temelin nuclear power plant on the ground that it is necessary for protecting life, public health, the environment or property rights."

Iraq Plans New Nuclear Reactor Program.
The Iraqi government has approached the French nuclear industry about rebuilding at least one of the reactors that was bombed at the start of the first Gulf war. The government has also contacted the International Atomic Energy Agency and United Nations to seek ways around resolutions that ban Iraq’s re-entry into the nuclear field.

Iraqi Science and Technology Minister Raid Fahmi has insisted that a new Iraqi nuclear program would be solely for peaceful applications, “including the health sector, agriculture...and water treatment.”

However, many people fear that a nuclear reactor would be a tempting target for those who wish to cause significant death and destruction. Additionally, after widespread looting during the US invasion of Iraq in 2003, much nuclear material remains missing from the site of the Tuwaitha nuclear research center.

Covert network UK's nuclear police.
The UK's nuclear police force carries out surveillance on anti-nuclear activity and also uses informers. Details of the work of the 750-strong Civil Nuclear constabulary (CNC) are revealed in documents seen by the Guardian and in reports from the official watchdog released under Freedom of Information. The role of the CNC is to protect the UK's civil nuclear sites and guard nuclear material when it is transported by ship, rail, sea or air - including shipments to Japan and Europe.

However, the CNC has the power to use informers or infiltrate organisations under the Regulation of Investigatory Powers Act (RIPA). Access to data such as phone numbers and email address is also available to the CNC. The watchdog for RIPA, Sir Christopher Rose, says the aims of the CNC ares to counter the threat from terrorism and "public disquiet over nuclear matters". He said the level of CNC surveillance was "relatively modest".

EDF (not) out of U.S.A.?
There were some press-reports (rumours) coming out of France that said the new EDF CEO Henri Proglio wanted an out of the deal with Constellation Energy in Maryland that would solidify there commitment to build a new nuclear power plant in Maryland U.S.A. However, the reports turned out to be no more than rumours, because, the order on the deal was issued on Friday October 30 -approved with conditions- Constellation's board of directors promptly approved the deal and (state-owned) EDF's board followed suit. One of the terms is that EDF will establish a headquarters in Maryland. Looks like they are there to stay -at least for now. 

Ratings downgrades nearly pushed Constellation into bankruptcy last year, but the company agreed to merge with MidAmerican Energy Holdings Co. Constellation later ended that agreement in favor of the EDF deal, which, many people say, does not represent the best interests of consumers.

Increase in cancer for males exposed to above ground N-Tests.
A new study by the Radiation and Public Health Project reveals a 50% increase in cancer rates for boys who were exposed to above ground nuclear tests during the 1950s and early 1960s.  More than 100 nuclear bombs were detonated in the atmosphere over the Nevada Test Site between 1951 and 1962, which emitted radioactive Iodine-131, Strontium-90 and other toxic materials.  The results are based on analyses for Strontium-90 in baby teeth that were stored for over three decades at the University of Washington in St. Louis.  The baby teeth were collected through a program where children were given a little button with a gap tooth smiling boy that said, "I gave my tooth to science", in exchange for their tooth. The Radiation and Public Health Project is a nonprofit educational and scientific organization, established by scientists and physicians dedicated to understanding the relationships between low-level radiation and public health.

The Project said that the study has groundbreaking potential; declaring little information  exists on harm from Nevada above-ground nuclear weapons testing.  In 1997 and 2003, the federal government produced reports downplaying the human health impacts from exposure to the fallout. In his new book, 'Radioactive Baby Teeth: The Cancer Link,' Mangano describes the journey and how exposure to Strontium-90 increases the risk of childhood cancer. Restart go-ahead for refurbished Canadian units. Two reactors at Canada's Bruce A nuclear power plant that have been out of service for over a decade have been given regulatory approval for refuelling and restart.
Units 1 and 2 at the Bruce A plant have been undergoing a major refurbishment to replace their fuel channels and steam generators plus upgrade ancillary systems to current standards. The announcement by regulator CNSC that refuelling can go ahead means the project looks to be on line for the projected 2010 restarts.

Units 1 and 2 at the four-unit Bruce A plant started up in 1977, but unit 2 was shut down in 1995 because a steam generator suffered corrosion after a lead shielding blanket used during maintenance was mistakenly left inside. In the late 1990s then-owner Ontario Hydro decided to lay up all four units at the plant to concentrate resources on other reactors in its fleet, and unit 1 was taken out of service in December 1997 with units 3 and 4 in following in 1998. The four units at sister power station Bruce B continued to operate. Bruce Power took over the operations of both Bruce plants from Ontario Hydro in 2001 and restarted units 3 and 4 by early 2004. Bruce A units 3 and 4 are likely to undergo a similar refurbishment once units 1 and 2 are back in operation.

Bruce Power decided to withdraw its application for a third nuclear power station at Bruce in July, saying it would focus on the refurbishment of the existing Bruce plants rather than building Bruce C. It also announced it was scrapping plans for a second new nuclear plant at Nanticoke in Ontario. On June 29, the government in Ontario announced that it has suspended the procurement of two new reactors for the Darlington nuclear site: the bids were 'shockingly high' (see Nuclear Monitor, 691, 16 July 2009)

US nuclear industry calls for more federal support.
The Nuclear Energy Institute (NEI), which represents the nuclear industry in the US, is calling for a comprehensive package of federal policies, financing and tax incentives to support a major expansion. The NEI wants to see the creation of a Clean Energy Deployment Administration to act as a permanent financing mechanism for new plants. It is also calling for significant tax incentives to support industry development.

However, the Union of Concerned Scientists says the plans amount to a request for US$100 billion (Euro 67 bn) in new federal loan guarantees on top of the US$110 billion loan guarantees already agreed by Congress. “It is truly staggering that an industry this big and this mature can claim to need so much government help to survive and thrive in a world in which technologies that don’t emit global warming pollution will benefit,” says Ellen Vancko of the UCS. “If the nuclear industry gets its way, Christmas will come early this year – thanks to US taxpayers.”

Spain: Zapatero’s compromise.
As mentioned in issue 690 of the Nuclear Monitor, Spain's Socialist government, had to take a decision before July 5, on the future of Santa María de Garona, the countries oldest nuclear plant, which license expires in 2011. Spain’s Nuclear Safety Board (CSN) recommended a new 10-year license. Prime Minister Zapatero, promised in his election campaign to start a phase-out of nuclear energy. So he had to take a clear stand. It became more and more clear that he had not the guts to close the 38-year old plant, which provides 1.3 percent of Spain’s electricity, and was looking for a compromise. He decided to grant Garona a new license, but not for a 10 year period, but only for two years, so until 2013. Catch is that 2013 is after the next general elections. Noo one is pleased with this decision. The conservative Popular Party said it would overturn the government's decision if it wins the 2012 general elections. Environmental organizations and parties to the left – vital to Zapatero's governing coalition in Parliament – attacked the decision to postpone the closure of Garona and questioned the prime minister's credibility and integrity.

IAEA: Board Formally Appoints Yukiya Amano as Director General.
The International Atomic Energy Agency (IAEA) Board of Governors officially appointed Ambassador Mr. Yukiya Amano of Japan as the next Director General. Amano addressed the Board of Governors on July 3, following his successful bid to become the IAEA´s next Director General later this year. "I will dedicate my efforts to the acceleration and enlargement of the contribution of atomic energy to peace, health and prosperity throughout the world," he said.

The IAEA Director General is appointed by the Board of Governors with the approval of the General Conference for a term of four years. The General Conference meets in Vienna starting 14 September 2009. Ambassador Amano´s term as Director General would begin 1 December 2009.

Ambassador Amano, 62, is the Permanent Representative and Ambassador Extraordinary and Plenipotentiary of Japan to International Organizations in Vienna, and Governor on the IAEA Board of Governors. Amano is seen as the choice of the western industrialized countries. According to the IAEA he has "extensive experience in disarmament, non-proliferation and nuclear energy policy and has been involved in the negotiation of major international instruments." He has held senior positions in the Japanese Foreign Ministry, notably as Director of the Science Division, Director of the Nuclear Energy Division and Deputy Director General for Arms Control and Scientific Affairs.

USA: no domestic commercial reprocessing; Fatal blow to GNEP?
In a notice published in the Federal Register, the Department of Energy (DoE) said that it had decided to cancel the GNEP (Global Nuclear Energy Partnership) programmatic environmental impact statement (PEIS) because it is no longer pursuing domestic commercial reprocessing, which was the primary focus of the prior administration's domestic GNEP program. Its decision follows a change in government policy on commercial reprocessing. Domestically, the GNEP program would promote technologies that support “economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with used nuclear fuel disposal and reducing proliferation risks”. As yet, DoE has no specific proposed actions for the international component of the GNEP program. Rather, the USA, through the GNEP program, is considering various initiatives to work cooperatively with other countries. So far, 25 countries have joined the GNEP partnership.

Although the future of GNEP looks uncertain, with its budget having been cut to zero, the DoE will continue to study proliferation-resistant fuel cycles and waste management strategies. The Omnibus Appropriations Act of 2009 provides $145 million (105 million Euro) for such research and development (R&D). As described in the President Obama's 2010 budget request, the DoE's fuel cycle R&D's focus is on "long-term, science-based R&D of technologies with the potential to produce beneficial changes to the manner in which the nuclear fuel cycle and nuclear waste is managed." One outlet for this money is likely to be the Generation IV International Forum, which includes a research program on fast-breeder reactors, which in turn require reprocessing plants.

Greenland: continuation of the zero-tolerance policy towards uranium extraction. 
The government of Greenland has stated that the country’s stance on uranium mining remains clear and unchanged. Following a request from opposition party Atassut, Premier Kuupik Kleist ruled out opening up the possibility of broadening the policy towards the extraction of uranium as a by-product. The government pointed out that whilst it acknowledged the natural presence of uranium in Greenland, the 30-year-old policy of banning mineral extraction from areas with a high level of uranium content would continue to be disallowed. The issue emerged with the recent rejection of a mining proposal for Kvane Mountain, where the uranium content is so high that it is believed to be a potential risk to the residents of the nearby town of Narsaq, western Greenland. However, despite the zero-tolerance policy, areas where mining would involve extraction of uranium as a by-product within certain defined limitations would be allowed, according to Premier Kuupik Kleist.

Sweden: Ringhals under close scrutiny.
The Swedish Radiation Safety Authority (SSM) has placed the Ringhals nuclear plant, in the southwest of Sweden, under special supervision after a series (some sources say 60) of incidents, which could endanger the security at the nuclear plant. According to reports, the first incident occurred late in 2008 and involved the failure of an automatic safety system to switch on. The second, at the start of 2009, involved faulty control rods that are designed to regulate nuclear activity. The nuclear watchdog also cited weaknesses in how officials at the nuclear plant (operated by Vattenfall) carried out routines and how instructions were adhered to.

Ringhals' four reactors produce up to one-fifth of Sweden's electricity. It is not the first time that the SSM has placed a Swedish plant under special supervision. In July 2006, officials put the Forsmark nuclear plant under supervision after the shutdown of one of its reactors.

NSG Fail to Adopt Standards for Technology Trade.
The 46-member Nuclear Suppliers Group failed in its June meeting to adopt stricter rules governing the trade of technologies that can support nuclear-weapon development. According to Arms Control Today, NSG-member states had sought to establish specific standards for potential purchasers of equipment or technology that could be used to enrich uranium or reprocess spent reactor fuel. Standards proposed by the U.S. and Canada would address whether a potential state recipient of sensitive nuclear equipment has signed the Nuclear Nonproliferation Treaty and whether it has accepted the Additional Protocol to its safeguards agreement with the IAEA, according to sources familiar with the terms. The Additional Protocol gives U.N. inspectors access to more information about a signatory state's nuclear facilities and enables them to conduct snap inspections of the sites.

But concerns about the proposed criteria have been raised by other NSG members, including Turkey, Brazil, South Korea and South Africa, sources indicated. The proposed standards also include "subjective" criteria, including whether the sale could harm regional stability. Turkey has expressed concern that its nuclear purchases might be restricted if were deemed under the rules to be part of the volatile Middle East.

Sellafield (U.K.): 50 year leak stopped.
For about 50 years radioactive liquid has been leaking from a waste tank at Sellafield – but in June the operators, Nuclear Management Partners, said they had finally managed to solve the problem.

The leak was from one of four huge effluent tanks which held the waste before it was discharged into the Irish Sea. The leak from a crack in the concrete wall was first noticed in the 1970s and has contaminated not only a large area of ground but has resulted in contamination of the Sellafield beach. NMP said they had managed to empty 95 per cent of the radioactive sludge from the tank and it will now be treated as intermediate level waste. A spokesman said the tank had been a known environmental risk and its emptying was a great achievement.

France imports power.
France has been forced to import electricity from the UK this summer because of problems with its nuclear reactors. Fourteen of France's reactors use river water for cooling, rather than seawater, and there are regulatory limited on the temperature of water than can be discharged back into rivers.

Also the recent summer heat wave increased the river water temperature meaning it could not reduce the heat of reactor casings. The problems forced state-owned EDF to shutdown reactors. The company has encountered similar problems in the past.

USEC: “no loan guarantee; no enrichment plant”.
Usec could halt construction of its American Centrifuge Plant if the US Department of Energy (DOE) doesn’t give it a conditional commitment for a loan guarantee by early August. In a statement Philip Sewell, vice president of American Centrifuge and Russian HEU said a DoE decision is expected by early August. “As we have stated in the past, a DOE loan guarantee is our path forward for financing the American Centrifuge Plant. Therefore, we are making contingency plans for project demobilization should we not receive a conditional commitment or should a decision on a conditional commitment be further delayed, Sewell said. Demobilization, which would involve the partial or full halt of ACP activities and plant construction, could begin in August. So far Usec has invested $1.5 billion in the enrichment plant under construction in Piketon, Ohio. In February, due to the lack of certainty on DoE funding the company initiated cash conservation measures and delayed the ramp-up in hiring. It says it needs a loan guarantee to secure a substantial portion of the remaining financing needed to complete the project.

Italian Senate passed pro-nuclear law.
On July 9, after four readings in the upper house since November last year, the Italian Senate passed a bill which will pave the way for the return of nuclear power. The package, which also greenlights class action suits and the privatisation of state railways, was passed with an almost unanimous vote after the opposition Democratic Party and Italy of Values left the Senate in the hope that the legal minimum of votes required would not be reached. Under the new law, the government will have six months to choose sites for new nuclear energy plants, define the criteria for the storage of radioactive waste and work out compensatory measures for people who will be affected by the plants. A nuclear security agency will also be set up, although the actual building of the plants is expected to take years. Industry Minister Claudio Scajola said earlier this year that Italy would begin to build its first new generation nuclear power plant by 2013 and start producing energy by 2018. Italy abandoned nuclear energy after a 1987 referendum, one year after the Chernobyl accident.

Opposition politicians meanwhile slammed the new law. Roberto Della Seta, environmental pointman for the Democratic Party, said the cost of building four nuclear plants would be ''20-25 billion euros'', while they would contribute less than 5% to the country's energy consumption. ''This law ignores all the real problems that stand in the way of Italy having a renewable and efficient energy policy, such as closing the gap with other major European countries on renewable sources and promoting research into new technology,'' he said.

EU ministers rubber stamp weak nuclear safety rules.
On June 25, environment ministers meeting in Luxembourg rubber-stamped a Euratom Directive on Nuclear Safety. The law was meant to improve nuclear safety in Europe by setting EU-wide standards. However, the directive mainly refers to weak principles from the International Atomic Energy Agency (IAEA), which all EU countries are already bound to as signatories of the Convention on Nuclear Safety. Attempts to improve the independence of nuclear regulators have also been watered down. There is no provision in the directive to guarantee the accountability of nuclear regulators.

"There is nothing new in this law to improve nuclear safety in Europe. We are still faced with a nuclear industry that sees safety as an obstacle, rather than a paramount necessity," said Jan Haverkamp, EU nuclear energy expert for Greenpeace. Greenpeace calls on the EU to base its safety rules on the principles of best available technology and best regulatory practice.

Belgium bans investments in depleted uranium weapons.
On July 2, the Belgian Parliament unanimously approved a law forbidding investments in depleted uranium weapons. Belgium is now the first country to prevent the flow of money to producers of uranium weapons. This law complements the country's ban on their manufacture, testing, use, sale and stockpiling which came into force on June 21st last. The use of depleted uranium armour piercing munitions during combat causes the release of chemically toxic and radioactive particles which represent a long term hazard for the environment as well as for human health.

Senator Philippe Mahoux submitted the resolution in the Belgian Senate, where it was unanimously approved on the 2nd of April 2009. Approval in the Chamber of Representatives followed on the 2nd of July. The law forbids banks and investment funds operating on the Belgian market from offering credit to producers of armor and munitions that contain depleted uranium. The purchase of shares and bonds issued by these companies is also prohibited. This law implicates that financial institutions in Belgium must bring their investments in large weapon producers such as Alliant Techsystems (US), BAE Systems (UK) and General Dynamics (US) to an end. Only investments made via index funds, and the financing of projects of these companies that are clearly unrelated to cluster munitions will be allowed. The law also obliges the government to draw up a "black list" of uranium weapon producers.

India: National Alliance of Anti-nuclear Movements (NAAM) launched.
More than one hundred organizations, peoples’ movements and concerned citizens from across the country came together for a National Convention on “The Politics of Nuclear Energy and Resistance” on June 4-6, 2009 at Kanyakumari. They discussed all the different aspects of nuclear power generation and weapons production, the various stages of nuclearization from Uranium mining till waste management, and the commissions and the omissions of the government of India and the Department of Atomic Energy during the three-day-long convention.

Most importantly, nuclearism is a political ideology that cannot stomach any transparency, accountability or popular participation. It snubs dissent, denounces opponents and creates a political climate of fear and retribution. With the India-US nuclear deal, and the deals with Russia and France and likely private participation in nuclear energy generation, the situation is going to get out of hand in our country. The combination of profiteering companies, secretive state apparatuses and repressive nuclear department will be ruthless and this nexus of capitalism, statism and nuclearism does not augur well for the country. These forces gaining an upper hand in our national polity will mean a death knell for the country’s democracy, openness, and prospects for sustainable development.

In order to mobilize the Indian citizens against this growing nucolonization, to resist the nuclearization of the country, and to protect our people from nuclear threats and the environment from nuclear waste and radiation, an umbrella organization (tentatively named as the National Alliance of Anti-nuclear Movements) has been founded with eight committees on Documentation, Economic Analysis, Legal, Mass Media, International Liaison, Translation, Health, and Direct Action.

ITALY SIGNS REPROCESSING CONTRACT WITH FRANCE

(December 15, 2006) The French government announced on November 24, an agreement with the Italian government on the transport of Italian highly radioactive nuclear waste to the French reprocessing plant at La Hague, where weapons-usable plutonium will be extracted. Italy will use France as a nuclear dump site because it has no storage facilities to take back the reprocessing waste.

(650.5774) Laka Foundation - The Italian nuclear waste was generated in its nuclear power plants, the last of which was closed in 1990, following the referendum of 1987, one year after the Chernobyl accident. In total, some 235 tonnes of so-called spent nuclear fuel are stored in Italy. The Italian government now intends to dispose off the waste by sending it to France, which has already received thousands of tonnes of such waste from Germany, Japan, Belgium, Netherlands and Switzerland.

The purpose of the framework agreement which was signed is to commit the Italian government to take back the large volumes of wastes generated by reprocessing between 2020 and 2025, thereby allowing Italy to use La Hague for interim storage of its waste. But Italy might not be able to honour this future commitment because Italy has no clear plans to build facilities to store reprocessing wastes,. In November 2003 a site at Scanzano (southern Italy) is chosen for the construction of a nuclear waste dump but in December 2003 the Italian government cancels the plan after massive public opposition. Any future contract signed between the Italian waste company SOGIN and the French reprocessing company Areva therefore threatens to become a de-facto dumping contract.

An important issue is that under the new France waste law, storing the Italian waste till 2025 is not illegal any more. In the 1994 law, it was required to return the reprocessing wastes as soon as technically feasible, which is clearly before 2025. Now, under the new law its simply said that there needs to be a bilateral agreement in which the government sending the spent fuel commits to take back the waste within the timeframe which is agreed. That's much weaker of course. Thus this is a very crucial agreement, the first after the new law came into force and it immediately proves to what extent the new law weakens the old one. Greenpeace France obtained major legal victories using the old law. Reaction of this right-wing France government: just change the law to allow France to remain an international dump site.

The 235 tonnes of Italian fuel has to be handed over from the beginning of 2007 to half-way through 2012. The waste will then be returned to Italy from January 2020 to December 2025. Italy will begin work on selecting a site for a geologic repository for the waste in 2009, with the final site selection being made in 2012.

In 1980 Italy signed a reprocessing contract with BNFL (UK) for 53 tonnes of spent nuclear fuel from the Garigliano reactor. The first transport took place 23 year later, in April 2003, and the thirteenth and last in February 2005 (and was blocked by Greenpeace).
