Russia to invest heavily in Namibia.
Russia is ready to invest US$1-billion in uranium exploration in Namibia. "We're ready to start investing already this year," the head of state corporation Rosatom, Sergei Kiriyenko, told journalists. Rosatom seeks to compete for projects with global miner Rio Tinto in the African country. Earlier in May, Russia and Turkey signed a US$20-billion project for Moscow to build and own a controlling stake in Turkey's first nuclear power plant.

Namibia, the world's fourth-largest uranium producer, is home to the Rossing mine operated by Rio Tinto, which together with Paladin Energy's Langer Heinrich mine accounts for about 10% of global output. Other firms have been joining the exploration drive, with several new mines due to come on stream in the next five years.

Although Russia plans to spent a lot of money on foreign nuclear projects, it is clear that there is not enough money to realize its domestic nuclear program. As described in Nuclear Monitor 707 the number of reactors planned to be built by 2015 will be cut by 60%. And even that number will be hard to build.

UK: Decommissioning black hole.
The new U.K. Government will have to find an extra £4 billion for decommissioning and waste management at the UK civil nuclear. Energy minister Chris Huhne said: "as you can imagine, this is a fairly existential problem. The costs are such that my department is not so much the department of energy and climate change, as the department of nuclear legacy and bits of other things." He added that there were "genuine safety issues" so the costs could not be avoided. As a result, the Government is considering extending  the life of some of the UK's oldest reactors as a way of raising extra income for decommissioning. Extending the life of the reactors owned by the NDA would raise extra income. The Wylfa reactor on Anglesey, for example, is due to close at the end of the year, but extending its operating life for another two years would mean £ 500 million (US$ 736 million or 598 million euro) in new revenue. The NDA is also considering extending the life of the Oldbury reactor, first opened in 1968. Any application to extend the life of reactors would have to be approved by safety regulators.

France: Subcontractors not in epidemiological surveys.
French antinuclear network 'Sortir du nucléaire' supports nuclear industry subcontractor and whistleblower Philippe Billard. As a spokesperson of the organisation 'Santé / Sous-traitance' (“Health and Subcontracting”), he has undergone some retaliation measures after having denounced workers exposure to radiation. As a  whistleblower, he’s now treated as persona non grata in nuclear power  plants. His employer refuses to re-instate him at his previous job, in  contradiction with the Labour Inspectorate’s recommendations.

The French antinuclear network “Sortir du nucléaire”, considers Philippe Billard’s ousting as a means to put pressure on whistleblower workers. “Sortir du nucléaire”  decided to bring its support to the workers who, just like Philippe Billard, suffer from the unbearable working conditions imposed by the nuclear industry and undergo irradiation without even receiving appropriate health care.

To protect its corporate image, EDF chose to give subcontractors the most dangerous tasks. These people working in the shadows have insecure jobs and are mostly temporary and/or nomad workers. Every year, 25,000 to 30,000 of them are made to carry out tasks where they are exposed to radiations. This system allows EDF to cover up a huge health scandal, since these subcontractors, who get 80% of the annual collective dose from the whole French nuclear park, are not taken into account in epidemiological surveys! EDF is shamelessly multiplying talks on transparency while hushing up workers whistle blowing about the imminent catastrophe. In the ageing French nuclear park, the accident risk is increasing, all the more since maintenance periods are shortened in order to save time and money. However, the official motto remains “Nothing to report” and short-term profits are more important than common safety and security.

Switzerland: Thousands march against nuclear power.
More than 5,000 people gathered in Goesgen, canton Solothurn, in northern Switzerland on May 24, for a peaceful protest against the continuing development of nuclear energy in the country. The protest had participants from 83 groups in Switzerland, France, Germany and Austria. One of their key points was that Switzerland’s nuclear power plans are preventing the rapid development of alternative energy programs. The demonstration was one of the largest in last years.

Another subsidy for Areva in the U.S.
"As part of a broad effort to expand the use of nuclear power in the United States and reduce carbon pollution," the U.S. Department of Energy has approved a US$2 billion loan guarantee for French nuclear power developer Areva S.A. (owned for about 93 percent by the French State). The loan guarantee will support Areva's Eagle Rock Enrichment Facility near Idaho Falls, Idaho, which will supply uranium enrichment services for the U.S. nuclear power industry. Areva's US$3.3 billion nuclear enrichment facility will use centrifuge technology instead of gaseous diffusion technology that is more common in the U.S. but uses more energy. Areva had filed its application for the guarantee with the Department of Energy in September 2008.

The group can tap the guarantee once its Idaho Falls project has received full approval by the authorities. The Nuclear Regulatory Commission is expected to decide sometime next year on a licence for the facility. Areva plans to have the plant in operation in 2014. 

The United Stated Enrichment Corporation (USEC) is also seeking a loan guarantee for its American Centrifuge Project under development at Piketon, Ohio. Following DOE's announcement the consensus would seem to be that 'd be bad news for USEC. But according to USEC spokesman Paul Jacobson that is not the case. Jacobson said USEC was encouraged that DOE recognizes the need for more enrichment services to supply the nuclear needs of the future. He also noted that DOE, as noted in the federal agency's press release, still has another US$2 billion in loan authority available. At one time, USEC was going head to head with Areva for the loan guarantees, and USEC played up the foreign-owned company versus domestic company, etc., but now the company -- on the public front at least -- seems to be focused on the nuclear renaissance and the idea that there's enough demand in the U.S. and abroad to support multiple new ventures in the enrichment arena.

EC: investigation non-compete clauses Areva, Siemens.
The European Commission has opened an antitrust case to determine whether non-compete clauses in civil nuclear technology arrangements between Areva of France and Germany's Siemens violate EU competition rules. The opening of antitrust proceedings on June 2, means that the EC thinks the case merits investigation. EC competition spokeswoman Amelia Torres said an investigation was triggered by a complaint from Siemens after Areva took full control last year of reactor construction and services company Areva NP, a joint venture originally set up by Framatome (which later became Areva) and Siemens in 2001. But non-compete clauses between the two companies remain, even though Siemens sold its 34% stake to Areva last year.

The shareholders' pact between Areva and Siemens for Areva NP is not public, but a French official familiar with it confirmed that it forbids either party from competing with the other in businesses covered by Areva NP for eight years after a potential divorce.

Siemens said in January 2009 that it intended to exercise its option, to sell its 34% stake in Areva NP to Areva and leave the joint venture. A few weeks later, Siemens said it had signed a memorandum of understanding on a nuclear power business partnership with Rosatom, a Russian state-owned nuclear conglomerate. After bilateral discussions failed to produce an agreement on the price at which Areva would buy the 34% stake in Areva NP, the erstwhile partners last year asked an arbitration court to decide the matter.

EC competition spokeswoman Amelia Torres said the investigation would be carried out by the EC at EU-level, rather than by national governments. There is no timescale for the investigation as this depends on the complexity of the case and the extent to which the parties cooperate. Torres said she was not able to prejudge whether a fine would be imposed if the arrangement were found to be in breach of competition rules.

U.K.: Waste costs 'not acceptable' for industry.
The nuclear industry has been heavily lobbying to change proposed charges for managing wastes from nuclear reactors. Papers released under Freedom of Information show how the French company EDF pressed the previous government to change the proposed 'high fixed cost' for managing wastes and the timetable for handing the management of wastes to the Nuclear Decommissioning Authority. The previous government made significant changes to the way it proposed changing companies for managing their wastes. It also agreed that responsibility for wastes should pass to the NDA after 60 years instead of the original 110 years. This would reduce the financial liabilities and costs for companies.

EDF told the government the original proposals were "non-acceptable" and made it uneconomic to develop new reactors.

Chubu delays Hamaoka-5 restart after earthquake.
Japan: The Chubu Electric Power Company has extended the closure of its 1,380-megawatt Hamaoka No.5 reactor by a further two months to the end of July. Chubu Electric said the decision had been taken because the company is still analyzing why the impact of the August 11, 2009 earthquake on the reactor was greater than for other nuclear units. The company explained that, based on this measure of earthquake ground motion, the impact of the tremor was significantly higher than for other reactors. Chubu Electric will report its findings to the Ministry of Economy, Trade and Industry. It hopes to restart the reactor after METI and other government  agencies have agreed the report and local communities have consented to the restart of the reactor. The restart of the No. 5 reactor was originally planned for the end of December 2009, but pushed back several times.

Bangladesh: cooperation agreement with Russia.
The government of Bagladesh has increased momentum for the installation of the country’s first nuclear power plant. The US$1.5-billion project will be built at Rooppur, about 300 kilometers from the capital Dhaka. A committee headed by the state minister for science and information and communication technology, Yafes Osman, has been constituted to implement the project. The 22-member committee, which has the chairman of the Bangladesh Atomic Energy Commission as its member secretary, will examine funding issues and assess the risks associated with the fiscal arrangements. It will also study nuclear waste management issues. Bangladesh plans to install the 2,000-megawatt plant (for US$1.5billion?) at Rooppur from 2017. It signed a five-year framework cooperation agreement with the Russian atomic energy company Rosatom in May, with the final agreement due to be signed during Prime Minister Sheikh Hasina’s visit to Moscow later in 2010.

Go-ahead for Urenco's Eunice plant.
The US Nuclear Regulatory Commission (NRC) has authorized the operation of the first cascade at Urenco's Louisiana Energy Services (LES) gas centrifuge enrichment plant at Eunice, New Mexico. LES is a wholly owned subsidiary of URENCO Ltd. Urenco said the process to bring the plant from construction status to fully operational will begin later in June. The Urenco USA plant (formerly the National Enrichment Facility)  will be the first commercial centrifuge enrichment plant to become operational in the USA. Urenco formally inaugurated the plant in early June. "At full capacity, the facility will produce sufficient enriched uranium for nuclear fuel to supply approximately 10% of the electricity needs for the US", according to the Urenco press release.

Obama brings back space nuclear power

The Obama administration is seeking to renew the use of nuclear power in space. It is calling for revived production by the US of plutonium-238 for use in space devices -despite solar energy having become a substitute for plutonium power in space. And the Obama administration appears to also want to revive the decade-sold and long-discredited scheme of nuclear-powered rockets -despite strides made in new ways of propelling spacecraft.

In May, Japan launched what it called its space yacht which is now heading to Venus propelled by solar sails utilizing ionized particles emitted by the sun. "Because of the frictionless environment, such a craft should be able to speed up until it is traveling many times faster than a conventional rocket-powered craft," wrote Agence France-Presse about this spacecraft launched May 21.

But the Obama administration would return to using nuclear power in space despite its enormous dangers.

A cheerleader for this is the space industry publication Space News. "Going Nuclear" was the headline of its editorial on March 1 praising the administration for its space nuclear thrust. Space News declared that "for the second year in a row, the Obama administration is asking Congress for at least US$30 million to begin a multiyear effort to restart domestic production of plutonium-238, the essential ingredient in long-lasting spacecraft batteries."

The Space News editorial also noted "President Obama's NASA budget [for 2011] also includes support for nuclear thermal propulsion and nuclear electric propulsion research under a US$650 million Exploration Technology and Demonstration funding line projected to triple by 2013."

Space News declared: "Nuclear propulsion research experienced a brief revival seven years ago when then-NASA administrator Sean O'Keefe established Project Prometheus to design reactor-powered spacecraft. Mr. O'Keefe's successor, Mike Griffin, wasted little time pulling the plug on NASA's nuclear ambitions."

Being referred to by Space News, as "spacecraft batteries" are what are called radioisotope thermoelectric generators or RTGs, power systems using plutonium- 238 to provide on board electricity on various space devices including, originally, on satellites.

But this came to an end when in 1964 a U.S. Navy navigational satellite with a SNAP-9A (SNAP for Systems Nuclear Auxiliary Power) RTG on-board failed to achieve orbit and fell to the Earth, disintegrating upon hitting the atmosphere. The 2.1 pounds (1 pound is 453.6 grams) of plutonium fuel dispersed widely. A study by a group of European health and radiation protection agencies subsequently reported that "a worldwide soil sampling program carried out in 1970 showed SNAP-9A debris present at all continents and at all latitudes." Long linking the SNAP-9A accident to an increase of lung cancer in people on Earth was Dr. John Gofman, professor of medical physics at the University of California at Berkeley, who was involved in isolating plutonium for the Manhattan Project.

The SNAP-9A accident caused NASA to turn to using solar photovoltaic panels on satellites. All U.S. satellites are now solar-powered.

But NASA persisted in using RTGs on space probes -claiming there was no choice. This was a false claim. Although NASA, for instance, insisted -including in sworn court depositions- that it had no alternative but to use RTGs on its 1989, documents I subsequently obtained through the Freedom of Information Act from NASA included a study done by its Jet Propulsion Laboratory stating that solar photovoltaic panels could have substituted for plutonium-fueled RTGs.

And right now, the Juno space probe which will get its on board electricity only from solar photovoltaic panels is being readied by NASA for a launch next year to Jupiter. It's to make 32 orbits around Jupiter and perform a variety of scientific missions.

Meanwhile, in recent years facilities in the U.S. to produce plutonium-238 -hotspots for worker contamination and environmental pollution- have been closed and the US has been obtaining the radionuclide from Russia. Under the Obama 2011 budget, US production would be restarted. Last year, Congress refused to go along with this Obama request.

China: US - India deal justification for selling reactors to Pakistan

Contrary to guidelines adopted in 1992 by nuclear equipment supplier states in the Nuclear Non-Proliferation Treaty (NPT), China is poised to export two power reactors to Pakistan. In April, Chinese officials said that export of the reactors to Pakistan would be justified in consideration of political developments in South Asia, including the entry into force of the U.S.–India deal and the Nuclear Suppliers Groups exemption for India. This transaction is about to happen at a time when China's increasingly ambitious nuclear energy program is becoming more autonomous.

Guidelines of the Nuclear Suppliers Group (NSG), representing 46 Non-Proliferation Treaty states, call on parties to the NPT not to supply nuclear equipment to non-nuclear-weapon states without comprehensive IAEA safeguards, including Pakistan. China joined the NSG in 2004.

The United States and other NSG states may object to the pending transaction but they cannot prevent China from exporting the reactors. Senior officials in NSG states friendly to the United States said in April they expect that President Barack Obama will not openly criticize the Chinese export because Washington, in the context of a bilateral security dialogue with Islamabad, may be sensitive to Pakistan's desire for civilian nuclear cooperation in the wake of the sweeping U.S.-India nuclear deal which entered into force in 2008 after considerable arm-twisting of NSG states by the United States, France, and Russia. The United States may also tolerate China's new nuclear deal with Pakistan because Obama wants China's support for United Nations Security Council sanctions against Iran this spring.

After years of bilateral disputes over nonproliferation issues, in 1998 the U.S. Congress allowed a 1985 Sino-U.S. nuclear cooperation agreement to enter into force. After that, U.S. nuclear cooperation with China dramatically increased, culminating in China's 2006 selection of a consortium of companies led by Westinghouse to build four AP1000 power reactors in China. Westinghouse bested bidders from France and Russia in a competition set up by China to determine which of the three would provide the technology blueprint for the future standardized development of China's nuclear power industry.

China chose Westinghouse after it agreed to transfer to China ownership of the technology for the new and untried 1,000-MW reactor. China then awarded contracts to Westinghouse and its partners to build four AP1000s in China. The first two are scheduled to be finished in 2013. Westinghouse scored another coup when in 2008 China selected AP1000 for China's first raft of inland power reactors.

Westinghouse's apparent emergence as first among foreign reactor vendors in China in 2006 was linked to the fortunes of the State Nuclear Power Technology Co. (Snptc). It was set up by China's State Council of Ministers to take charge of technology selection and transfer for China's future nuclear power program, after two decades during which China organized a handful of "boutique" reactor projects in cooperation with Canada, France, Japan, and Russia.

Shortly after China selected Westinghouse to shape its nuclear future, rival Areva made a separate deal with China to build two of its new EPR reactors in Guangdong Province in China's southeast, where French nuclear firms have been engaged since the late 1980s. Unlike Westinghouse, Areva also offered China a suite of fuel cycle technology options, and French officials hoped that a mammoth fuel cycle deal would coax China to continue building the EPR.

In the meantime, the ambitious construction schedule for the U.S.-designed reactors in China has come under heavy pressure. In part out of Chinese concern to keep construction on track, China's nuclear regulator, the National Nuclear Safety Administration (NNSA), will not agree to a proposal, favored by the U.S. Nuclear Regulatory Commission (NRC) and Westinghouse, to modify the design of the containment structure of the AP1000 to provide improved protection against an air crash. In the United States, NRC, after a design review prompted by post-9/11 concernsabout terrorist threats, asked Westinghouse to change the design of a shield building which is part of the containment and to use stronger materials. Westinghouse then urged China to also follow that advice.

China will not do that, Beijing officials said after consultations with Westinghouse and U.S. regulators. "China will build Revision 15," the AP1000 design version originally approved for construction in both the United States and in China, one official said. "It will not approve Revision 17," which incorporates the changes sought by NRC and Westinghouse, he said.

Changing the AP1000 design now would require construction in China to be halted and delayed. China also does not share NRC's view that a terrorist attack on reactors, using a hijacked passenger aircraft as a weapon, is a realistic enough scenario to warrant modifying the design.

The Westinghouse project has encountered other challenges which, so far, have not caused schedule delays. Last year, a key firm which is part of the technology transfer program, China First Heavy Industries (CFHI), failed to produce forgings to the required quality standard for the AP1000. Project executives said CFHI had difficulty handling the demanding steel material called for in critical components. The schedule was not set back because a Westinghouse partner in Korea, Doosan, had a stock of prototype forgings it had made earlier. The AP1000 has also encountered problems in main coolant pumps, which are of a unique design. Chinese officials said last year that further deployment of the AP1000 would depend on successful demonstration of these pumps, which were a critical feature of the passive cooling system billed as one of the key advantages of this reactor model. According to diplomats there have also been some Chinese bureaucratic delays for certain AP1000 project approvals.

Snptc also wants Westinghouse to increase the power of the reactor to 1,400 MW and then to 1,700 MW, matching the EPR. According to Snptc the 1,400-MW design will be ready for construction by 2013. Many foreign executives are skeptical that schedule will hold up.

Two years ago, China set up a brand new organization to take command of China's energy policy, including nuclear policy, the National Energy Administration (NEA). It is headed by Zhang Guobao, who strongly favors nuclear power development and who is also Vice-Chairman of China's leading planning agency, the National Development and Reform Council (NDRC).

NEA-which is staffed by about 170 experts, including fewer than 20 responsible for nuclear matters--cooperates with NDRC on setting planning targets, but NEA decides which reactors will be built, at what sites, and which state-owned enterprises will get contracts. It, Chinese officials said last month, will favor construction of more CPRs, and will also support China's biggest nuclear SOE, the China National Nuclear Corp. (CNNC) with a total payroll of over 100,000, in exporting more reactors to Pakistan.

China has long assisted Pakistan's nuclear energy program. In 1991 CNNC contracted with the Pakistan Atomic Energy Commission (PAEC) to build Chashma-1, a 325 MW power reactor. It was finished and began operating in 2000.

In 2004, China joined the NSG. China then explained to the NSG that a longstanding framework agreement with Pakistan committed China to provide a second reactor, Chashma-2, more research reactors, plus supply of all the fuel in perpetuity for these units. Chashma-2 construction began in 2005. Chashma-2 is scheduled to be finished in 2011. To keep CNNC at work in Pakistan thereafter, CNNC and PAEC negotiated terms for two 650-MW reactors, Chashma-3 and -4.

In 2006 Pakistan urged China to approve the new project but China was not keen to do so. Pakistan diplomats said then China was holding back because it was not clear that the U.S.-India nuclear cooperation deal would be approved by both governments and by the NSG.

After the U.S.-India deal was approved and India's NSG exemption entered into force without any Chinese objections in 2008, China's policy evolved to support demands by Pakistan for compensation, but China did not expressly advocate awarding Pakistan a broad exemption from NSG trade sanctions matching India's.

NSG country representatives said in late April they expect that the Obama administration will accept a limited amount of additional Chinese nuclear commerce with Pakistan as a price for getting Chinese support on UN Security Council sanctions against Iran in weeks ahead. Some suggested that the United States would also enlist China in this regard to persuade Pakistan to drop its opposition to negotiation of a Fissile Material Cut-Off Treaty, which Pakistan has said it could not accept because the U.S.-India deal had tilted the nuclear balance in South Asia in India's favor.

As long as Pakistan resists outside initiatives which would limit the autonomy of its strategic nuclear program, and because China is believed to be hiding behind Pakistan in avoiding making a firm FMCT commitment in light of China's strategic dilemmas with the United States, it is doubtful whether China would have effective influence on Pakistani decisions to halt fissile material production.

Senior NSG diplomats said this month that they expect that soon after China has completed political and contractual arrangements for the reactor sale to Pakistan, China will inform the NSG of its planned transaction. The matter could then be taken up by the NSG as an agenda item or point of business at a future NSG meeting. So far no NSG meetings are scheduled in 2010 prior to an annual plenary meeting in New Zealand in late June.

The U.S. State Department, in line with its response to a 1998 reactor export from Russia to India, continues to hold that a new reactor export by China to Pakistan would be contrary to both NSG and U.S. policy, but whether the United States would record an objection at the NSG or encourage other NSG states to do so would be up to President Obama following interagency discussions and consultation with foreign governments including Pakistan and China.

Chinese officials said in April that export of the reactors to Pakistan would be justified in consideration of political developments in South Asia, including the entry into force of the U.S.-India deal and the NSG exemption for India.

USA: groups urge NRC to suspend nucelar licensing AP1000

On April 21, twelve national and regional environmental organizations called upon U.S. nuclear regulators to launch an investigation into newly identified flaws in Westinghouse’s new reactor design. The coalition asked three federal agencies to suspend the AP1000 reactor from licensing and taxpayer loan consideration.

The newly discovered design flaw is tied to documentation of dozens of corrosion holes being found in existing U.S. reactor containments, which recently has raised concern at the Advisory Committee on Reactor Safeguards (ACRS), an independent arm of the U.S. Nuclear Regulatory Commission (NRC). Containment buildings are vital barriers against radiation releases during nuclear accidents.

“The proposed AP1000 containment design is inherently less safe than current reactors,” said Arnold Gundersen, former senior vice-president at Nuclear Energy Services PCC. Westinghouse did not analyze the scenario for failure containment warned of by Gundersen. He continued, “Westinghouse has ignored the long history of previous containment failures that indicate there is a high likelihood that the AP1000 containment might be in a failed condition [one or more undetected holes] before an accident begins. The containment leakage problem is exacerbated because the AP1000 is specifically intended to function as a chimney – to pull air up and release it through the top of the building.”
 
Gundersen, a 38-year engineering veteran of the nuclear power industry, produced a 32-page technical report(*1) detailing a history of holes and cracks found at operating nuclear plants. Such corrosion problems, if coupled with the experimental “passive” emergency cooling feature in the AP1000, could accelerate and greatly increase the early release of radiation during an accident. Gundersen’s report is backed by engineer and corrosion specialist Rudolf Hauser.

Based on the report, the coalition urged NRC Chairman Gregory Jaczko to suspend license reviews of 14 proposed AP1000 reactors pending the ACRS investigation. They also urged Secretary of Energy Chu and the White House Office of Management and Budget to drop plans for taxpayer funding for the reactor due to increasing risks of projects failing in midstream. In February, the Obama Administration awarded US$8.33 billion (6.5 billion euro) in controversial taxpayer-financed loans (with a public guarantee to cover default) to an AP1000 project at Southern Company’s Vogtle plant in Waynesboro, Georgia.

Gundersen’s analysis shows that even a three-quarter inch hole in the AP1000 reactor building could, under pressure from a pipe break or other accidents, result in a large and unfiltered radiation release because the building is deliberately intended to move air and heat into the atmosphere during an emergency. That heat removal – via a gap between an inner metal containment and the outer shield building – is the very feature Westinghouse touts as its principal safety upgrade.

Gundersen explained why the probability of a radiation accident is higher with the AP1000: “Existing data shows that containment system failure occurs with moisture and oxygen.” He explained today that for the AP1000 design, leakage from the emergency water tank located above the reactor, testing the tank and/or atmospheric humidity will create, within the gap between liners, “a constant environment of moisture and oxygen that may, in fact, provoke a through-wall containment failure in locations that are difficult or impossible to inspect.”

“The Obama Administration should put the brakes on. The consequences of containment failure at Plant Vogtle would be devastating,” said Lou Zeller, Science Director for the Blue Ridge Environmental Defense League. “We call upon Energy Secretary Chu and NRC Chairman Jaczko to recall the dangerously flawed AP1000 design before accidents occur and more tax dollars are wasted.”

A number of organizations are contesting design and licensing efforts of 14 AP1000s at seven sites across the Southeast. Also, four AP1000s are under construction in China, with more planned there and in India.

At least 77 instances of containment system degradation have occurred at operating US reactors since 1970. That includes eight through-wall holes or cracks in steel containments – two discovered in 2009 – and 60 instances of corrosion that thinned the liner walls below the allowable thickness. In addition to the ACRS, nuclear experts in Europe have recently expressed concern about the likelihood of containment failures at aging plants.

"The AP1000 flaw identified in this report puts into further question the reality of the so-called 'nuclear renaissance.' If Vogtle's proposed new reactors are the flagship of the nuclear industry's claimed resurgence, then everyone needs to pay closer attention because not only are billions of dollars at risk but so is the potential safety of communities living near these proposed new reactors," said Sara Barczak, High Risk Program Director with the Southern Alliance for Clean Energy.

Although Westinghouse and nuclear utilities such as Duke Energy, Progress Energy and others contend that the AP1000 design was “pre-certified” by the NRC in 2006, in the past two years the NRC has identified a daunting list of design problems involving major components and operating systems, resulting in eighteen revisions to the design. Thus, cost estimates for some of the projects have doubled or tripled. Last October the NRC stunned observers by rejecting the reactor building for its potential inability to withstand high winds and the weight of the emergency water tank.

“The so-called nuclear revival is in real trouble, so it’s no wonder the industry insists on socializing the risks,” said Mary Olson of Nuclear Information and Resource Service. “President Obama and Congress seem clueless to the construction failures occurring in Europe and design problems in the U.S. It’s tragic that industry’s lobbying money has blinded them into efforts to risk 54 billion public dollars for nuclear plants, while a fraction of that amount could help America move quickly into genuine climate protection through clean, efficient energy.”

Florida Levy reactors: more delays and rising costs

Progress Energy has announced that it has postponed major construction activities at the proposed Levy nuclear power plant in Florida until it has received a licence for the plant.

At the same time, the estimated cost for the project has increased by up to US$5 billion to an estimated total of US$22,5 billion for two Westinghouse AP1000 (both 1105 MWe). Remember, actual construction has not even started and a license is now expected not before late 2012.

The company said that it has delayed work for several reasons, including: the need to reduce capital spending to avoid short term rate increases; a recent downgrading to Progress Energy Florida's credit ratings; a delay in the licensing timeline; the current economic climate; and continued uncertainty about federal and state energy policies, including carbon regulation.

Levy units 1 and 2 - both Westinghouse AP1000 reactor units - were originally expected to begin operating in 2016 and 2017, respectively. However, in May 2009, Progress announced a schedule change for the project after regulators ruled that no excavation may take place ahead of full permission to build. Commercial operation of the two 1105 MWe reactors were pushed back by "a minimum of 20 months."

Rising costs
The company has filed nuclear cost for 2010 and projected costs for 2011 with the Florida Public Service Commission (PSC). These include costs for the proposed Levy plant and an uprate project at unit 3 of its existing Crystal River plant. For 2011, the company is seeking to recover US$164 million in nuclear costs. If the PSC approves Progress' 2011 nuclear cost estimates as filed, the company estimates the average residential customer would pay US$5.53 per month on a 1000 kilowatt-hour bill (US$4.99 for Levy and 54 cents for Crystal River) beginning with January 2011 bills. That is 21% lower than the US$6.99 per month customers currently pay (US$6.78 for Levy and 21 cents for Crystal River).

Meanwhile, Progress said that its current estimate for the cost of the proposed Levy plant is between US$17.2 billion and US$22.5 billion. This cost includes land, transmission lines, fuel and financing costs. The company had previously put the estimated cost as up to US$17.2 billion.

Progress says that, according to the current schedule, it expects the US Nuclear Regulatory Commission (NRC) to issue the combined construction and operating licence (COL) for Levy in late 2012.

West Valley: DOE delays 10 more years on reprocessing waste cleanup

On 16 April, The US Department of Energy (DOE) announced its decision for only partial cleanup of the West Valley nuclear waste site 30 miles (45 km) south of Buffalo and upstream of Western New York's main water supply. Members of the West Valley Action Network which includes local, state, national and international environmental, religious, labor, recreational, sports and government entities advocating full clean up of the intensely radioactive site, expressed extreme disappointment, but not surprise.

The New York State Energy Research and Development Authority’s decision on the site is expected later in April. Major concerns include Department of Energy’s giving only lip-service to the clear call by all sectors of the public for full cleanup decision now, ignoring the state-funded, ground-breaking independent study on long-term health and economic effects on the region of leaving nuclear waste buried at West Valley, the lack of commitment to full legal Environmental Impact Statement process for Phase 2 (which involves the majority of the radioactivity at the site), and the appearance of a setup to allow the rest of the deadly waste to be left in the highly erosion-prone ground permanently.

DOE chose to split the cleanup into phases: the first to cleanup one major building and part of a spreading radioactive leak already in groundwater and making its way to creeks that flow to Lake Erie. Meanwhile, DOE will take up to a decade to decide whether to carry out a second phase, which could be to leave the rest of the waste, which comprises the majority of the radioactivity, buried there. The high level radioactive waste tanks with intensely radioactive sludge from reprocessing, radioactive burial grounds with long-lasting waste from 1960s and 70s nuclear power and weapons reactors, including damaged irradiated fuel will be left to potentially leak more.

DOE will begin to clean up part but not all of a spreading plume of dangerous radioactivity that was first detected in the early 1990s which they attribute to a 1968 spill in the reprocessing building. That huge building is slated to be dismantled in phase 1, but some of the underground pipes could be left in the ground. Studies will be carried out to “inform” the decision on whether to remove all waste from the rest of the site or to leave the buried waste and merely cover it over.

"Phase I will only address 1% of buried radioactive waste. The public must have a say in the final cleanup; we cannot afford to allow federal and state government agencies to merely walk away from the remaining 99% of buried radioactivity in the high level underground tanks and the two radioactive burial areas," according to Barbara Warren, Executive Director, Citizens' Environmental Coalition.

Despite requests from the West Valley Action Network that DOE study HOW to cleanup the rest of the site, DOE is choosing to continue analyzing WHETHER to clean it up.

The 2008 West Valley Full Cost Accounting Study by independent scientists analyzed the geology, economics and radiological consequences of full clean up versus leaving buried waste at the erosion-prone site. The study assessed long range costs whereas DOE discounted and ignored future economic and environmental costs and risks. The report concluded that it is less expensive in the long run and more protective of health to dig up the West Valley waste before it leaks into the Cattaraugus Creek and Lake Erie.

The West Valley site
West Valley is a complex radioactive waste site with long-lasting nuclear waste mainly from atomic weapons and power production and some other generators. The site has high-level, so-called “low-level,” transuranic and mixed (radioactive and hazardous) wastes buried, stored and leaking. Burial of radioactive waste in 20-30 foot deep trenches began in the early 1960s and continued until 1974 when water filled up the trenches, burst through the trench caps and flowed into surrounding streams that run into Cattaraugus Creek, through Zoar Valley and the Reservation of the Seneca Nation of Indians, into Lake Erie, upstream of the intake water intake for Buffalo and other major cities in the US and Canada.

From 1966-1972, irradiated nuclear fuel from both atomic weapons and commercial power reactors was brought in and reprocessed (to extract uranium and plutonium remaining and formed in the fuel rods), resulting in high worker exposures, high levels of radioactive contamination into the streams that drain the site and gush into the Great Lakes, and many fires. Reprocessing wastes were also buried at the site. Plans to resume reprocessing were cancelled when earthquake dangers were identified and improvements were projected to cost too much. Shortly thereafter the US decided to stop all reprocessing of commercial nuclear fuel because of the nuclear weapons proliferation danger. Geologically, the site is in a bedrock valley that is expected to erode into the Great Lakes in centuries to come, but the nuclear waste buried at the site will remain dangerously radioactive much longer than the projected erosion rate.

U.S.: national grassroots summit & forum on radwaste policy

Earlier this year, the Obama Administration's Dept. of Energy announced the creation of its "Blue Ribbon Commission (BRC) on the Future of Nuclear Power in America", ostensibly to "study and recommend" what the U.S. should do about its radioactive  waste problems. Many of us watched or attended the first meeting of the Commission in April -- and are deeply disturbed by what we have seen and  heard.

As a response to the first meeting of the Commission a number of organizations have come together to create a  National Grassroots Summit and Forum on Radioactive Waste Policy -- to articulate a national radioactive waste policy for the other 350 million Americans the DOE Panel seems intent on ignoring.

Having both an educational and strategic planning component, this Summit and Forum in June will create an activist tool to tell the DOE and Administration what the real public wants in terms of radioactive waste disposal; educate ourselves and interested members of the public on radioactive waste options and techniques; and establish a "Peoples Green Ribbon Commission on America's Nuclear Waste Future" on radioactive waste policy that will monitor and critique the work of the BRC, and develop its own list of recommendations and body of public testimony to be offered to the DOE as guidance in developing national radioactive waste policy.

Goals of the Summit will be to identify common ground (geographically and in terms of challenges, concerns and goals) and bottom lines. We will work in small groups and  as a spokes council in addition to sharing time all together. In addition, a Green Ribbon Commission on  America's Nuclear Waste Future will be elected and charged to produce a report which will provide an  alternative plan from that of the federal Blue Ribbon Commission on America's Nuclear Future. In order to  set the outlines of the debate, we will issue the Green Ribbon Commission Report before the federal Blue  Ribbon Commission issues its report over the next 18 -- 24 months.

This event is the next step in a dialog that has been on-going since the first pile of nuclear waste was generated by the Manhattan Project -- most irradiated fuel is still  sitting on the reactor sites where it was made. The cancellation of Yucca Mountain creates an enormous new set of  questions and challenges for the nuclear industry and the public interest. Similarly, the restriction  of waste allowed at the Barnwell, South Carolina so-called "low-level" waste dump in 2008, leaves nuclear  power plants (the primary generators of this waste in the civilian sector) in more than 30 states  with no place to bury this enormous, and often highly radioactive waste category; similar challenges exist in  the military waste world. The new plan to expand both the civilian reactor fleet and the nuclear weapons  production complex threaten our heart-felt goal to see the end to more radioactive waste production.

New York thwarts reactor relicensing.
The U.S. New York state's Environment Department has told Entergy that its Indian Point nuclear power plant (units 2 and 3) can no longer use water from the Hudson River for direct (once-through) cooling, whereby a large volume of water is drawn from the river and discharged back into it, a few degrees warmer. In March the Environment Department introduced a draft policy requiring certain industrial facilities - including nuclear and other power plants - to recycle and reuse cooling water through "closed cycle cooling" technology with large evaporative cooling towers. Water use from the river is then much lower, to replace that evaporated and allow some discharge to maintain quality. Entergy has applied to renew the operating licences for the two reactors for 20 years from 2013 and 2015. It estimates that building new cooling towers would cost some US$1.1 billion (805 million euro) and involve shutting down the reactors for 42 weeks.

According to Michael Mariotte of NIRS Entergy is making so much money with the 20-year lifetime extension at Indian Point, "there is a pretty good chance they'll go ahead and build the cooling towers".

U.K.: Higher bills for nuclear.
UK energy minister Ed Miliband has confirmed the Government intends introducing a new 'carbon levy' on consumer electricity bills. While Mr Miliband insisted the levy was to help all low-carbon forms of generation, it is widely accepted the main reason is to help the financing of building new nuclear reactors.

The Conservative Party also wants to introduce a tax on electricity generation to encourage renewables and nuclear power. A clear commitment to nuclear power was also given by the party's energy spokesman, Greg Clark. He said there would be "no limit" on the growth of nuclear power and they wanted to see a new reactor completed every 18 months.

The Government has also announced it will create a new 'green bank', using private money, to finance low-carbon energy developments.

General elections in the U.K. will take place on May 6.

Regulators investigating Olkiluoto piping.
Nuclear safety authorities in Finland, France, the UK and US are assessing the significance of undocumented welding on primary circuit piping for the EPR reactor under construction at Olkiluoto, Finland. However, Petteri Tiippana, director of the nuclear reactor regulation department at the Finnish Radiation and Nuclear Safety Authority STUK, told Platts in an interview on April 8, that regulators from those four countries are not preparing a joint statement on the piping quality issue. He reacted on a statement made by a commissioner of French nuclear safety authority ASN,

The piping was manufactured by Nordon, a subcontractor to Areva, the French vendor which is supplying the nuclear part of the Olkiluoto-3 unit under a turnkey contract to utility Teollisuuden Voima Oy. Nordon, based in Nancy in eastern France, is a unit of the Fives group and has long been a major supplier of piping for nuclear power plants. In October 2009, STUK found that small cracks in piping made for the main coolant lines of Olkiluoto-3 had been repaired with welding procedures that were not documented. Tiippana said the piping is still in France and that analysis of the significance of the undocumented welding could be finished within several weeks. STUK will then do final inspections, probably before summer, he said. Until the piping is approved by STUK, it cannot be transported to Olkiluoto.The design of Areva's EPR reactor is under regulatory review for construction in the UK and the US.

Further increase heavy forging capacity.
Known as a leader in the ultra-heavy forgings required for the highest capacity nuclear reactors, Japan Steel Works set about tripling its capacity and has completed its second press for ultra-large nuclear forgings. It has now completed the ¥50 billion (US$530 million, 390 million euro) first phase of the expansion with the installation of a new forging shop complete with heavy cranes, heat treatment facilities and the necessary 14,000 ton press.

JSW told World Nuclear News that the new shop was the core of the first investment phase and that the second ¥30 billion (US$320 million, 235 million euro) investment round should be completed in 2011. At that point, JSW said, it would have tripled the nuclear capability that it had in 2007 - enough for about 12 reactor pressure vessels and main component sets per year. The increase in capacity should be felt by mid-2012 as new components are planned to emerge from the factories. Muroran also manufactures generator and steam turbine rotor shafts, clad steel plates and turbine casings for nuclear power plants.

While JSW may be the current leader in the global market for large nuclear components, there are several other (Russian, Chinese and South-Korean) manufacturers tooling up to the same levels for domestic supply. Britain's Sheffield Forgemasters and India's Bharat Forge will join JSW as global ultra-heavy suppliers around 2014.

Egypt looking for investors.
State-owned National Bank of Egypt (NBE) is seeking to raise funds with other banks to help fund the country's aim to build four nuclear power plants by 2025, the business newspaper Al-Alam al-Youm said on April 6. According to a report in the paper NBE, the country's largest bank by assets and chief financier for the project, will meet officials from the Electricity and Energy Ministry to discuss plans to raise the required funding.

In March, Egypt announced its very optimistic (and very unrealistic) plans to build four nuclear reactors (4000 MW total) by 2025 and inaugurate the first in 2019.

Interim storage of DU waste in Utah remains to raise questions

While the debate on what to do with Savannah River Site’s depleted uranium (DU) waste lingers on, the US Energy Department’s Inspector General calls a plan to store two trainloads of this DU waste in Texas unnecessary and wasting taxpayers' money.

The radioactive material, left over from decades of nuclear weapons production and contaminated with reactor originated radionuclides, was stored in 15,600 drums and intended for disposal at EnergySolutions Inc.’s facility in Clive, 70 miles (110 km) west of Salt Lake City, Utah. This is a facility for the disposal of low-level radioactive waste or Class A waste. Though the Nuclear Regulatory Commission (NRC) recently decided against reclassifying DU as hotter than Class A waste, after the arrival of the first shipment of 5,408 drums from Savannah River Site (SRS) in December, Utah's governor protested further shipments. The Department of Energy (DOE) then idled two trainloads that remain at the nuclear weapons facility in South Carolina.

It wasn't immediately clear if the radioactive waste would remain in South Carolina or be disposed of elsewhere. In a November presentation given to the SRS Citizens Advisory Board, the DOE said if shipments to Utah were interrupted, the waste would be diverted to the Nevada Test Site, 65 miles north of Las Vegas. The total amount of the SRS waste covers 6,500 tons. The cleanup program was accelerated through the Federal Recovery & Reinvestment Act, which allocated US$1.4 billion (1 billion euro) to SRS, mostly to speed up environmental-management projects.

According to the Inspector General’s report, the newest proposal calls for moving the material to a facility owned by Waste Control Specialists in Andrews, Texas, for interim storage. The auditors note (April 9): “Clearly, this choice carries with it a number of significant logistical burdens, including substantial additional costs for, among several items, repackaging at SRS, transportation to Texas, storage at the interim site, and, repackaging and transportation to the yet-to-be determined final disposition point.” A local newspaper, the Augusta Chronicle is citing information from an unnamed source within the department suggesting that it might be better to keep the material at SRS, where it has been ‘safely stored for decades’, until a permanent disposal solution is found.

Despite assertions by EnergySolutions that the action is unnecessary, the Utah Radiation Control Board signed off on a new rule that imposes additional restrictions on the disposal of DU.

EnergySolutions can take no more DU until it shows its radioactive landfill can contain the radioactive waste for thousands of years. The rule, which requires the Clive facility to conduct a performance assessment for disposal of the radioactive material, will be published May 1 and go into effect by June 1. Yet, EnergySolutions is first in line to accept up to 1.4 million tons of DU in coming years - about half from uranium enrichment plants coming online and half from government stockpiles. DU is different from most other Class A because it becomes most hazardous after 1 million years. About 49,000 tons is already buried at  EnergySolutions, and DOE has put the disposal of another 11,000 tons on hold until the state agrees it can come to the Clive facility.

EnergySolutions is building a processing facility for blending more hazardous Class B and Class C waste with Class A waste and has proposed to dispose this waste at its Clive facility. Members of the Utah Radiation Control Board opted against trying to regulate this nuclear industry's practice of mixing low-level radioactive waste with more hazardous B&C waste so that reactors can dispose of waste that now has nowhere else to go. “At very least, DU is incompatible with the state's ban on B&C waste,” said board member Jenkins, “It will present an unacceptable risk after 100 years.”

Meanwhile the NRC is studying on options on how to dispose the DU waste in the mid- and long-term.

Utility tries to 'block' sun in Hawaii.

In a popular Simpsons episode, the diabolical Mr. Burns builds a giant disc to eclipse the sun and force Springfield's residents into round-the-clock reliance on electricity from his nuclear power plant. It's pitch-perfect cartoon sarcasm, but with a foot firmly in reality: the fledgling U.S. solar industry faces an array of Burnsian obstacles to its growth across the country.

In Hawaii, for example, the state's largest utility Hawaiian Electric Company (HECO) is making a blatant effort to block homes and businesses from installing rooftop solar panels, a move that could strangle Hawaii's burgeoning homegrown solar industry, prevent residents and businesses from saving money, and keep the state addicted to imported oil. If there is anywhere that should be blazing the trail to a clean energy future, it is Hawaii. The islands are blessed with abundant sun, winds, and waves, yet today rely on imported fossil fuels for more than 96 percent of their energy. Hawaii consumers pay the highest electric rates in the nation. The state is trying to chart a new course, but the utility is resisting change and fighting to limit solar access to the local grid.

In so doing, HECO is holding back much more than just Hawaii. It is hindering an important experiment with solar energy that could provide valuable information to consumers, entrepreneurs, utility owners and policymakers throughout the U.S., because the program Hawaii is considering is the feed-in-tariff.

German minister lifts 10-year ban on Gorleben.

The political and technical battle over the fate of Germany’s repository for high-level nuclear waste accelerated, as German Environment Minister Norbert Roettgen announced he was lifting the 10-year moratorium on investigation of the Gorleben salt dome in Lower Saxony. The moratorium was declared in 2000 as part of the nuclear phase-out agreement between the nuclear industry and the then Socialist-Green government. On March 15, Roettgen promised "an open decision-making process and a safety analysis that would be subjected to international peer review". The Gorleben opponents allege that the government plans to privatize nuclear waste storage. "If these plans are implemented, those producing the waste would also be in charge of determining its ultimate repository,” the opponents argue.
Gorleben has been under consideration for the disposal of high- and intermediate-level waste and spent fuel since 1977, when it was selected by the Lower Saxony government as the only candidate for investigation, in a process that is still criticized for eliminating alternative sites too early. A total of about 1.5 billion Euro (US$2 billion) was spent on the site investigation between 1977 and 2007. Opponents have just presented to the media a CD compilation of leaked government documents from the 1970s and 1980s showing that expert studies showing Gorleben to be unsuitable were simply ignored.

First spontaneous protests about the resumption of work have taken place in Gorleben.
Immediately after the announcement of lifting the moratorium, some 300 people demonstrated and were forcibly evicted by the police using pepper spray. At the same day some 5.000 people demonstrated at the Neckarwestheim nuclear power plant in southern-germany against possible life-time extension. It was the biggest demonstration at the plant in over 20 years. The national anti-nuclear power movement is gearing up for Chernobyl day, when demonstrations in Biblis (southern Germany), Ahaus (middle Germany) and a 120 km (!) human chain in northern Germany will take place to show massive popular resistance against nuclear power.

Sellafield: Radioactive birds.

Seagull eggs at Sellafield (U.K.) are being destroyed in an attempt to control bird numbers because of fears they might spread contamination after landing and swimming in open nuclear waste ponds. Sellafield said the pricking of eggs was reducing gull numbers around the site and stressed there was no public health concerns. However Cumbrians Opposed to a Radioactive Environment (CORE) said the gulls could fly well away from the site and spread contamination. S-Korea to build nuclear reactor in Turkey? 

On March 10, an agreement was reached between Turkey's state power company Elektrik Uretim (EUAS) and Korea Electric Power Corp (KEPCO), a state-controlled utility, on technical studies for the construction of a nuclear power plant to be built in Sinop, on Turkish northern coast of Black Sea. The South Korean company had earlier said it was in talks with Turkey to sell APR1400 (Advanced Power Reactor 1400), pressurized water reactor. Turkey, again, plans to build two nuclear power plants, one in Sinop on the northern coast of Black Sea and the other in Mersin on the southern coast. Construction of nuclear infrastructure could start in the short-term, said South Korean Deputy Prime Minister Young Hak Kim, speaking at a Turkish-South Korean business conference in Istanbul.

Turkey has long been eager to build nuclear power plants. A Turkish-Russian consortium led by Russia's Atomstroyexport had been the only bidder in a 2008 tender to build Turkey's first nuclear power plant in Mersin. However, Turkey's state-run electricity wholesaler TETAS canceled the tender following a court decision in November 2009. Turkey has cancelled four previous attempts to build a nuclear plant, beginning in the late 1960s, due to the high cost and environmental concerns.

RWE: U.K. hung parliament danger for new reactors.

RWE chief executive designate Volker Beckers has warned that a hung Westminster parliament following the forthcoming election could threaten the prospects of new reactors being built in the UK. He said a hung parliament might make it inconceivable that utility companies would invest the huge sums needed to build the reactors. The Liberal Democrats opposed any new reactors and they might be involved in a new government, he said.

A 'hung parliament' is one in which no one political party has an outright majority of seats. This situation is normal in many legislatures with proportional representation, or in legislatures with strong regional parties; in such legislatures the term 'hung parliament' is rarely used. However in nations in which single member districts are used to elect parliament, and there are weak regional parties, such as the United Kingdom, a hung parliament is a rarity, as in these circumstances one party will usually hold enough seats to form a majority. A hung parliament will force either a coalition government, a minority government or a dissolution of parliament.

Pakistan: US-India deal forces it to keep making weapons material.

Pakistan cannot participate in global negotiations to halt the production of high-enriched uranium and plutonium for nuclear weapons because the US-India nuclear cooperation agreement has tilted the regional strategic balance in India’s favour, a leading Pakistani nuclear diplomat said February 18. Zamir Akram, Pakistan’s Ambassador to the Conference on Disarmament in Geneva said that under the US-India deal on nuclear cooperation, India may now import uranium under IAEA safeguards for its civilian power reactors. Because of that, India can devote its domestic uranium resources to production of fissile material for nuclear weapons, he said.

Last year, the Nuclear Suppliers Group, NSG, representing 45 members of the Nuclear Non-proliferation Treaty, NPT, agreed to lift nuclear trade sanctions against India, a non-NPT party. That action permitted the US-India deal to enter into force. In coming months, the US-India deal will most likely cause friction at the 2010 NPT Review Conference. Every five years, the NPT’s 189 parties hold such a review conference. The 2005 event was bbitter and sharp in language and tone and resulted in no consensus conclusion between developing nations and advanced nuclear countries. How to deal with Israel and Pakistan (non-NPT-parties) in the wake of the US-India deal now deeply divides non-proliferation and disarmament advocates.

Japanese islanders oppose nuke plant construction.

On Tuesday March 23 opponents of the construction of a nuclear power plant on an island in Kaminoseki, Yamaguchi Prefecture, Japan, forced Chugoku Electric Power Corporation to cancel an explanatory meeting. More than 100 residents of Iwaishima island refused to allow officials of the company to disembark after they arrived by boat at the harbor. Kaminoseki's jurisdiction includes several islands. The proposed construction will take place on the island Iwaishima.

The company has held 15 meetings in other areas under the Kaminoseki town jurisdiction after applying for construction approval in December. The Tuesday meeting was to be the first for Iwaishima island residents, many of whom are opposed to the plan first proposed in 1982. Chugoku Electric officials said they will try again.

Proposal: cooling towers required for New York reactors

New York state has followed neighbouring New Jersey in introducing draft policy requiring certain industrial facilities, including nuclear power plants, to construct cooling towers. The move could cost nuclear operators in the state over US$2 billion to comply. In 2001, a report by the Nuclear Information and Resource Service (NIRS) and the Safe Energy Communication Council (SECC) shows how many US nuclear power plants kill large numbers of marine wildlife, including endangered species, as a result of their cooling systems.

WISE Amsterdam - The 2001 report, "Licensed to Kill: how the nuclear power industry destroys endangered marine wildlife and ocean habitat to save money", criticizes the use of "once-through" cooling systems. These systems use enormous quantities of water - typically 500,000 gallons (1.9 million liters; a US gallon = 3,785 liter) of water per minute - to condense the steam after it has passed through the turbines. This water also contains wildlife from the sea, lake or river it is drawn from.

Now, the New York Department of Environmental Conservation (DEC) released a draft policy on 10 March, calling for power plants and other facilities that use water for cooling purposes to recycle and reuse that water through a process known as "closed cycle cooling" technology. It said its plan will help implement "best technology available" requirements under the federal Clean Water Act. Previously, DEC has not prescribed a specific technology to achieve those best available technology requirements.

The proposed policy would apply to nearly all facilities designed to withdraw 20 million or more (US) gallons of water per day and that require a State Pollution Discharge Elimination System (SPDES) permit - unless an operator can demonstrate that closed cycle cooling technology cannot physically be implemented at a particular location. In such a case, DEC will require other technologies to achieve essentially the same level of protection for aquatic life as closed cycle cooling. Such determinations, DEC said, are made when an operator applies for or renews a SPDES permit.

The six nuclear reactors in the state - which supply almost one-third of electricity - may require some US$2 billion (1.5 billion Euro) in investment to continue operating.

DEC said: "Steam-electric stations such as fossil fuel and nuclear generating plants use by far the greatest volume of cooling water from our lakes, rivers and marine district." New York steam-electric plants use over six trillion (US) gallons of cooling water annually, resulting in the impingement and entrainment of more than 17 billion fish of all life stages each year, according to DEC estimates.

According to DEC, unlike a "once through" cooling process where water is drawn from a lake or river and subsequently discharged back into it, closed cycle cooling technology re-circulates the water instead of discharging it after one use, reducing the impacts on aquatic life by more than 90%. It said that the policy "will add significant protections for New York's vital fisheries by slashing water intake at certain power plants and other industrial facilities."

DEC notes in its draft policy that California is developing a policy to establish wet closed-cycle cooling as the performance benchmark in meeting requirements of the Clean Water Act. The state has set draft compliance dates of 2018 for non-nuclear facilities and 2021 for nuclear facilities.

Exelon warned in January that it might have to close its Oyster Creek nuclear power plant after New Jersey officials issued a draft permit requiring cooling towers to be constructed. The plant currently discharges heated water into a canal that is connected to Barnegat Bay, a small brackish arm of the Atlantic Ocean.

Currently, of the USA's total of 104 nuclear power reactors, 60 use once-through cooling from rivers, lakes or the sea, while 35 use wet cooling towers. Nine units use dual systems, switching according to environmental conditions.

RWE looses again: Borssele has to remain in public hands.

RWE failed to gain 50% of the Netherlands' only nuclear power plant at Borssele through its takeover of Dutch utility Essent. The ruling by the Arnhem appeal court upholds an earlier ruling prohibiting Germany's RWE from acquiring Essent's 50% stake in the Borssele nuclear plant as part of its takeover of the Dutch utility. According to Delta, the appeal court decision has emphasized that the country's sole nuclear power plant must remain in public ownership. Any transfer of Essent's share of the plant to RWE would therefore contravene this. In September 2009, the transaction price for RWE's takeover of Essent was dropped by 950 million Euro (then worth US$1.35 billion) to take into account the exclusion of Borssele from the deal while Delta's court case against the proposed transfer was ongoing. Essent's share in the plant has remained in the hands of the provincial and municipal governments who were the company's original public shareholders.
The Dutch coalition government collapsed on February 20, when the two largest parties failed to agree on whether to withdraw troops from Afghanistan this year as planned. Elections are planned on June 9, with an expected right-wing victory. The extreme-right party PVV ('party for freedom') is expected to become one of the largest –or even the largest- party in parliament. The PVV is (besides anti-islam and with racist tendencies) extremely pro-nuclear, anti-wind & solar energy and does not believe in climate change ands speaks consistently about the environmental movement as the 'environmental maffia'.

The just fallen coalition government had agreed not to approve any new nuclear plants in the Netherlands during its mandate. Dutch utility Delta has announced plans to build a second nuclear plant at the site, embarking on the first stage of the pre-application process in June 2009.

German utility RWE has indicated it is also interested in building a nuclear power plant in the Netherlands, RWE CEO Juergen Grossmann said at the company's annual earnings press conference on February 25 in Essen, Germany

USDOE: US$40 million for Next Generation Nuclear Plant.

On March 8, U.S. Secretary of Energy Steven Chu announced selections for the award of approximately US$40 million in total to two teams led by Westinghouse Electric Co. and General Atomics for conceptual design and planning work for the Next Generation Nuclear Plant (NGNP).  The results of this work will help the Administration determine whether to proceed with detailed efforts toward construction and demonstration of the NGNP.  If successful, the NGNP Demonstration Project will demonstrate high-temperature gas-cooled reactor technology that will be capable of producing electricity as well as process heat for industrial applications and will be configured for low technical and safety risk with highly reliable operations.  Final cost-shared awards are subject to the negotiation of acceptable terms and conditions.

The NGNP project is being conducted in two phases.  Phase 1 comprises research and development, conceptual design and development of licensing requirements. The selections announced now will support the development of conceptual designs, cost and schedule estimates for demonstration project completion and a business plan for integrating Phase 2 activities. Phase 2 would entail detailed design, license review and construction of a demonstration plant.

Switzerland: Geneva will fight extension Muhleberg licence.

Geneva City Council has decided to appeal to the Federal Administrative Tribunal against the decision of the federal authorities to allow the 355 MW Mühleberg nuclear plant to continue operating beyond 2012, when it will have been 40 years in service. Geneva will contribute CHF 25,000 (US$23,000 or 17,000 Euro) to help meet the costs of a committee formed to oppose the licence extension. In November 2009 the electorate of the neighbouring canton of Vaud also voted against the extension. The centre-left Social Democrats and the Green Party are also opposing the licence extension.

Uranium mining - victory in Slovakia!

After more than three years of campaigning Slovak parliament finally agreed on legal changes in geological and mining laws in order to stop uranium mining in Slovakia. All the changes were proposed by anti-uranium mining coalition of NGOs led by Greenpeace and supported by over 113 000 people that signed the petition.  For Slovak environmental movement this is a really important milestone. For the first time in Slovak history NGO’s were able to:

1) collect over 100 000 signatures (a number given by law for the Parliament to discuss an issue) - note that Slovakia has 5 million citizens; 2) to open an environmental topic in Slovak parliament by a petition; 3) and finally to achieve a legal change by petition  initiative.

Legal changes agreed by parliament on March 3 are giving more information access and competencies for local communities, municipal and regional authorities to stop or limit geological research of uranium deposits and to stop proposed uranium mining. It’s not a complete ban of uranium mining, but a significant empower of local and regional authorities in the mining permitting process. All 41 municipal authorities influenced by proposed uranium mining already declared that they do not agree with proposed uranium mining in their territories.

Uranium from stable and democratic countries?

One of Kazakhstan's most prominent business figures and a former uranium tycoon, Mukhtar Dzhakishev was arrested last year on accusations of corruption, theft and illegal sales of uranium assets to foreign companies. Dzhakishev's case, along with a string of other high-profile arrests in the former Soviet state and world No. 1 uranium producer, has fuelled speculation of an intensifying power struggle within the political elite.

Kazakhstan, hit hard by global economic slowdown, wants to attract fresh foreign investment as well as bolster the role of the state in strategic industries such as uranium and oil. It has also alarmed human rights groups who have questioned Kazakhstan's methods of fighting corruption in a country where President Nursultan Nazarbayev, in power for two decades, tolerates little political dissent.

Dzhakishev, who was head of state uranium major Kazatomprom from 1998 until his arrest and played a key role in turning Kazatomprom into a major global uranium player, has denied all accusations. "It is obvious that I cannot count on justice in my own country and my fate has already been decided," he wrote from his detention centre in a letter published by his lawyers this week. His arrest left Kazatomprom's foreign partners such as Canada's Uranium One worried about the future of their projects. Other investors include France's Areva and Japanese companies such as Toshiba Corporation. Closed-door court hearings into earlier allegations of theft and corruption have already started and lawyers expect a verdict in March.

Israel to build reactor –but will not allow inspections?

Israel will shortly unveil plans to produce nuclear-generated electricity, officials said on March 8. Infrastructure Minister Uzi Landau said Israel, which has a population of 7.5 million and generates electricity mostly using imported coal and local and imported natural gas, is capable of building a nuclear reactor, but it would prefer to work with other countries. Israel already has two reactors -- the secretive Dimona facility in the Negev desert, where it is widely assumed to have produced nuclear weapons, and a research reactor, open to international inspection, at Nahal Soreq near Tel Aviv.

Unlike other countries in the region, Israel has not signed the 1970 Non-Proliferation Treaty (NPT), which is suppose to curb the spread of nuclear technologies with bomb-making potential. Yet Israel does have a delegation at the International Atomic Energy Agency (IAEA). Landau said it would not be a problem for Israel to build a civilian reactor without signing the NPT: "There are many countries who are not signatories to the NPT and they are doing fine. There are others which are signatories and the world community did not really take proper care against proliferation," he said. Many countries? India, Pakistan and North-Korea (withdrawn), three (excuse me, four with Israel) and 189 signatories, you call that many? Asked whether IAEA inspectors would supervise the building of an Israeli plant, Landau said: "We take care very well of our own needs and don't need inspectors."

…. And Syria? (March 11, 2010) Meanwhile, Israels' arch-foe Syria responded in Paris saying that Damascus needs "to consider alternative sources of energy, including nuclear energy." Syria's candidacy for the nuclear club will raise some eyebrows too, given the regime's close ties with Iran and the still unanswered questions over an earlier alleged attempt to build a reactor in secret. The International Atomic Energy Agency complained last year that Damascus had refused to cooperate with its investigation of a remote desert site called Dair Alzour, which was bombed by Israel in September 2007. Inspectors have found unexplained traces of uranium at the site, as well as at a nuclear research reactor in Damascus, amid reports that Syria has been working with Tehran and North Korea on covert nuclear programs.

Winter meeting of the Nuclear Heritage Network.

This relatively new network has been very active against uranium mining in Finland and is currently organising a Baltic Sea Info Tour (see http://www.greenkids.de/europas-atomerbe/index.php/Action:Infotour_Aroun...) and preparing new actions against nuclear new-build in the north-east region of Europe .

Their winter meeting will take place from March 24 to 29 in and close by Helsinki, Finland. This includes one day of action, aimed at the to be taken Finnish political decisions on more new nuclear power stations. An important project to be discussed for the summer will be the „Baltic Sea Info Tour“ that will take place to inform people around the Baltic Sea.

Chernobyl-Day: concerted action to stop Mochovce 3+4. The Wiener Plattform "Atomkraftfreie Zukunft" (Viennese Platform "Nuclearfree Future") has taken the lead in organising an international action-day on April 26, the anniversary of the Chernobyl disaster, against the construction of Mochovce 3+4 in Slovakia. (more on Mochovce in next issue).

They ask groups to demonstrate in front of Slovak and Italian embassies in as many countries as possible. A small delegation should submit a paper to the respective ambassadors. The paper explains the importance of stopping this dangerous Slovak nuclear power plant and says what the responsible people should do.

Vermont Senate shocks industry with 26-4 vote to close Vermont Yankee

In a move that sent shock waves through the nuclear power industry, the Vermont State Senate voted overwhelmingly February 24 to close the Vermont Yankee reactor when its current operating license expires in 2012. Coming just a week after President Obama’s announcement of an US$8.3 billion loan for construction of two new reactors in Georgia, the 26-4 vote carried a message -bolstered later by two new public opinion polls- that the public is not sold on the notion that nuclear power is either safe or clean.

The Vermont Senate vote followed weeks of revelations about growing radioactive tritium leaks at the site -culminating in a February 6 measurement of 2.45 million picocuries per liter of water, nearly the amount found in reactor process water. Federal limits of tritium concentrations in drinking water -often criticized as far too lax- are 20,000 picocuries per liter. At this point, Vermont Yankee’s owner, Entergy Corp., says that the tritium contamination has not migrated offsite.

 

But Entergy’s claims are taken with a grain of salt, since another major factor in Vermont’s disillusionment with Vermont Yankee was the fact that Entergy officials had told the legislature last summer that there were no buried pipes at all on the site. In fact, it was exactly such a buried pipe found to be leaking the tritium.

And Entergy, which is in the process of attempting to put all of its nuclear reactors into a new limited liability holding company called Enexus, also lost points with Vermont lawmakers because the reactor’s decommissioning fund is far short of what is needed, and Entergy’s plans to add to the fund rely solely on running the reactor as long and hard as it can. But lawmakers pointed out that Enexus would be undercapitalized, would more likely take money out of the decommissioning fund than put it in, and that it appeared the entire corporate structure of Enexus is to keep Entergy from being liable for future decommissioning obligations.

Already, Vermont’s action has caused New York State regulators, where Entergy owns the Indian Point reactors, to consider placing new restrictions on Enexus, perhaps forcing Enexus to drop Vermont Yankee from its holdings and possibly even scuttling the deal entirely. The State is currently involved in litigation before the Nuclear Regulatory Commission and asking for a denial of Indian Point’s request for a license extension.

Still, nuclear power issues drag on and on, and Vermont Yankee is no exception, despite the surprising margin of the Senate vote. The reactor is licensed until 2012, and Entergy says it plans to continue operating it until then. State legislative elections will be held this November, and Entergy is clearly hoping that if it can clean up its act a little -and it has fired or reassigned several top Vermont Yankee officials- it can reverse the vote in a new legislature next year.

Even if that doesn’t work, Entergy may try to challenge the vote on pre-emption grounds. In the U.S., the federal government has sole authority over all safety and radiation issues -the states cannot close, or prevent construction of- a reactor for those reasons. But it also clear that the states do have the power to regulate on economic grounds, as well as lack of access to a radioactive waste site, which is the basis for several state laws prohibiting new reactor construction. And indeed, while the radioactive tritium releases sparked growing public opposition to the reactor (which in Vermont is overwhelmingly in favor of shutdown), the vote was based on reliability and economic issues, especially related to the decommissioning shortfall.

Vermont was already in a unique situation, in that the state had negotiated a deal with Entergy some years back that it would have the power to approve or deny a license renewal for the reactor. Although that deal was in contract form, rather than legislative, it appears likely that deal will hold up in court if necessary.

At this point, Entergy is still seeking a 20-year license extension from the NRC, and the agency seems likely to grant it despite the tritium leaks and other problems with the reactor (in 2007, for example, a cooling tower simply collapsed due to inadequate maintenance). But the state still could find itself defending its position in court if Entergy chooses to do so, and could be in the awkward position of seeking to close a reactor that the NRC has agreed to relicense.

Grassroots groups are well aware of the potential pitfalls ahead, and are continuing their efforts to assure this victory is not overturned. Two groups, the Conservation Law Foundation and New England Coalition, already have petitioned to close the reactor now and not wait until 2012.

Meanwhile, two new public opinion polls released in March indicate that a nuclear revival is not as popular as some politicians seem to believe. A UPI poll found that new reactor construction is supported by less than a majority (48%) of the public, although only 31% were listed as opposed -the rest didn’t know. But that same poll found that more than 70% of the public is concerned about nuclear accidents and routine radiation releases from reactors, and nearly 80% is concerned about radioactive waste. A Pew poll found 52% support new reactors with 41% opposed, but that was still the least popular choice for new energy development -behind even offshore oil drilling. The vast majority -by a 78-17% margin- support renewable energy and energy efficiency development, just as the public has for the past two decades. While nuclear power remains controversial and highly divisive, genuinely safe, clean, sustainable energy has retains vast support. Are you listening, Mr. President?

Legislatures in West Virginia and Arizona defeat pro-nuclear measures. West Virginia’s official ban on the construction of nuclear power plants is staying put. A bill to repeal that state's ban on new nuclear construction was defeated in the state legislature on February 25. Although the bill had already passed the Senate's Energy and Mining Committee, it received only one vote in the Senate Judiciary Committee and is now dead for the year.
On the same day in Arizona, a bill to classify nuclear power as renewable energy was withdrawn following heavy lobbying from the solar power industry and environmental community.

US DOE motion to withdraw Yucca license "with prejudice"

March 3, 2010 will hopefully mark the real beginning of the end for the failed nuclear waste dump proposed for Yucca Mountain on Western Shoshone Land in Nevada, more than 30 years ago. The US Department of Energy (DOE) filed a motion with the US Nuclear Regulatory Commission (NRC) that would withdraw its application for a license to build and operate a nuclear waste repository with the added stipulation that the NRC rule not only to let DOE withdraw, but to do so with prejudice, meaning that there could be no future application for the site.

This action not only spells a clear intention by the Obama Administration to deliver its promise to kill the site, it actually grants a 1998 petition made by Nuclear Information and Resource Service and signed by more than 200 organizations calling on the Secretary of Energy to disqualify the site since it was known at that point it could not meet a key site suitability criteria on ground water travel time. The DOE motion effectively grants the NIRS petition, 12 years later.

In response to the DOE motion to withdraw its application for a license with prejudice, a number of entities have filed motions to join the licensing proceeding in order to object to the DOE action including: the States of South Carolina and Washington, the County of Aiken in SC, and a business association based in the Hanford, WA area. It is rumored that other entities including the National Association of Regulatory Utility Commissioners (NARUC) are considering similar action. Their arguments against the NRC granting DOE’s motion are based on a very thin reading of the Nuclear Waste Policy Act which requires that the Secretary of Energy make a license application for Yucca Mountain, but failed to anticipate a situation where that license might be withdrawn.

In addition, a growing number of lawsuits have been filed which argue a very tenuous thread which assumes that since a dump application was submitted a dump license will be granted. Taking that assumption as the basis of both “standing” and also the “harm” that DOE’s action would cause, various South Carolina entities are arguing that not building Yucca will harm the people of South Carolina, even to the point of diminishing property values because of radioactive waste generated in SC staying there; no mention is made of the massive, long-term storage of radioactive wastes at Savannah River Site (SRS). Ironically, many of these same entities are boosters for the idea of a reprocessing center at SRS.

Since the NRC has the power to determine this outcome, this will be a turning point for that agency: is it simply a “rubber stamp?” or is it capable of policy determinations. Unfortunately, until there is a change in the Nuclear Waste Policy Act, no one can officially declare this dump dead, however a ruling in favor of DOE’s motion to withdraw the license with prejudice would go a long way in that direction.

Celebrating 3 decades of the Nuclear Resister and Nukewatch

The Nuclear Resister, Nukewatch and the Oak Ridge Environmental Peace Alliance (OREPA) invite you to join them for a national gathering, culminating with nonviolent anti-nuclear direct action, July 3-5, 2010, to declare our independence from nuclear weapons and nuclear power. The gathering will be held in Maryville, Tennessee, USA, with protest and action at the Y-12 nuclear weapons complex in nearby Oak Ridge, where OREPA has sustained a nonviolent campaign for over 20 years.

At a critical time in the movement for a nuclear-free future, and to mark the 30th anniversaries of Nukewatch and the Nuclear Resister, we are coming together to increase awareness and action around nuclear issues, and advance the role of nonviolent direct action and civil resistance in this movement.  We will also be marking the 30th anniversary of the Plowshares movement and the inaugural Plowshares' Eight direct disarmament action of September 9, 1980.

The Nuclear Resister began in 1980 to chronicle anti-nuclear and anti-war civil resistance, with a focus on supporting the men and women imprisoned for these actions.  The newsletter publishes writings from prisoners, reports on actions, trials and sentencings, provides addresses of imprisoned activists and publicizes future actions.

Nukewatch has a foundation of investigating and divulging the truth about nuclear weapons and power since 1979.  The organization has a strong history of drawing people together - from the missile silo fields, to H-bomb trucks on the highways, to a decade-long campaign shutting down the Navy's Project ELF (one way communication trigger to their nuclear armed Trident and submarines)

The Oak Ridge Environmental Peace Alliance works to stop nuclear weapons production at the Y-12 National Security Complex in Oak Ridge, Tennessee, and to build nonviolent community to sustain a lasting movement for peace and justice.

July 4 weekend
Come and meet with hundreds of activists from around the U.S., as we educate and energize ourselves throughout a weekend of networking, music, speakers, celebration, workshops, community, nonviolence training and nonviolent action.  Because long-lived radioactive waste makes this a multi-generational campaign, we envision a gathering where new and seasoned activists can meet and strategize for the future - a nuclear-free future!

We will gather two months after the 2010 Nonproliferation Treaty review conference and before the mid-term elections - a time when public attention needs to be focused on nuclear disarmament and a nuclear- and carbon-free energy future.  It will also take place on the eve of the 14th anniversary of the July 8, 1996 World Court advisory opinion on nuclear weapons.

This gathering is for people who advocate, practice and/or support nonviolent direct action, civil resistance and civil disobedience in the struggle to stop nuclear power and abolish nuclear weapons.
