Burning truck, burning ship carrying uranium hexafluoride

Recent reports have detailed an August 22 event in Ohio, USA, involving a burning truck carrying uranium hexafluoride. Nuclear regulators in Canada – where the cargo originated – and in the US were not informed of the incident. Indeed there was no requirement for them to be notified.[1]

The fire was caused by brake overheating. Driver Brian Hanson doused the fire with water and thought he had extinguished it, and climbed back into the cab to call for a service truck. Then he realised the fire wasn't out and disconnected the trailer.

Hanson said: "I wound the legs down and disconnected it from the truck, losing the hair on my arms because it was really burning at that time – which I figure was kind of crazy in hindsight. But we're so programmed and told about the danger of a load, and the media danger. We're basically taught that the media's like terrorism. We're supposed to do everything we can to avoid media. I wanted to get the fire away from the uranium hexafluoride because it's heat activated ... It's really nasty stuff, and they would have had to evacuate a huge neighbourhood we were beside."

Hanson added: "So I got the truck disconnected, it was burning like crazy, fire blazing out the back, trying to get to a safe place to get off the highway and away from the load. I made it two miles before the truck was disabled, but I got off on the exit ramp and by that time the police were just seconds behind me, and the fire trucks were on the way."

A new rig was dispatched to pick up the uranium load.

The shipment came from a Cameco refinery in Port Hope, Ontario, Canada. Cameco said: "Uranium hexafluoride is transported in special containers that are designed and tested to withstand a significant impact and at least 30 minutes engulfed in flames at a temperature of 800 degrees Celsius." The material is transported in a cylinder about 1.2 metres in diameter and 6 metres long, containing 12,000 kilograms.

According to Argonne National Laboratory (ANL) – a U.S. Department of Energy research lab – if uranium hexafluoride interacts with water or water vapour, it is "chemically toxic," forming dangerous hydrogen fluoride gas. "Uranium is a heavy metal that, in addition to being radioactive, can have toxic chemical effects (primarily on the kidneys) if it enters the bloodstream by means of ingestion or inhalation," ANL says, and hydrogen fluoride "is an extremely corrosive gas that can damage the lungs and cause death if inhaled at high enough concentrations."

Atlantic Cartier ship fire

In May, fire damaged the Atlantic Cartier ship carrying nine tons of uranium hexafluoride while it was in the Port of Hamburg. The uranium was destined for the Areva-owned uranium enrichment plant at Lingen, Lower Saxony.[2] Authorities said containers with dangerous substances were promptly removed from the ship.[3]

From 2008−2013, inspections recorded 20 deficiencies involving the Atlantic Cartier relating to: international safety management; documentation of compliance with dangerous goods legislation; safety of access to working areas; Marpol (UN marine pollution convention) Annex 1 fire prevention issues; speed and distance indicators; safety of navigation (voyage plan); loadlines; propulsion auxiliary engine concerns; accident prevention (onboard personnel); ships certification and documentation; operational procedures (engines and equipment); and distress signalling.[4]

Canada − Trucks with radioactive cargo fail inspections

Since 2010, more than one truck in seven carrying radioactive material has been pulled off the road by Ontario ministry of transportation inspectors for failing safety or other requirements.[5] The information is contained in a notice [6] filed with a panel studying a proposal to establish a radioactive waste repository near Kincardine.

The notice states that since 2010, inspectors examined 102 trucks carrying "Class 7 Dangerous Goods (Radioactive material.)" Of those, 16 were placed "out-of-service," which means the vehicle "must be repaired or the violation corrected before it is allowed to proceed." Violations included faulty brake lights; "load security" problems; flat tires; false log; damaged air lines; and a driver with no dangerous goods training.[6]

In other cases, trucks were allowed to proceed but were slapped with enforcement actions for problems with hours of service; annual inspection requirement; missing placards; exceed gross weight limit; speed limiter; overlength combination; overheight vehicle; and vehicle registration / insurance.[6]

In total, 25 of the 102 inspections − nearly one in four − resulted in the vehicle being place out-of-service and / or enforcement action taken against the operator of the vehicle.[6]

La Hague - Gorleben CASTOR: from November 24 on

A big number and high variety of actions is expected for November 25-28, 2011, due to the 13th transport of high level active atomic waste (the so-called Castor transport) from the reprocessing unit (plutonium factory) La Hague in France to the temporary repository in Gorleben, Germany.

Last year, the CASTOR reached its destination at the interim storage facility in Gorleben, after the longest journey ever in the history of this radioactive transport. Over a period of approximately 92 hours and 26 minutes the nuclear transport faced more resistance and peaceful direct action from the local population and their supporters than ever before.  No doubt the police were exhausted after a long weekend of – not only removing activists from the railway tracks and 600 tractors from the roadways – but also a herd of at least 500 sheep.  The sheep were herded onto the tracks by a local sheppardess in support of the protests, and finally some of them had to be carried off one-by-one by police to completely clear the railway tracks. This year the train will start at the reprocessing plant at La Hague in France on November 24 and actions at Gorleben will start with the set up of the camps from November 22 on. A mass demonstration will take place on November 26, 2011 at 12.30 PM in Dannenberg in the Gorleben region.

After several hundreds of kilometers on public railway tracks, after the city of Lüneburg the train will take railway tracks that are only used for the nuclear transport during these days. Due to this fact, this section of some 40 kilometers of tracks was in the focus of a big number of direct actions against the Castor transport in the past. In Dannenberg, the final destination of the nuclear train, the containers will be put from the tracks onto trucks to be transported some additional 20 kilometers on the roads to the repository in Gorleben.

But this year, for the first time, there will be an international actioncamp and massblockade at the very startingpoint of the rail transport, in Valognes. English activists are invited too:

The French and the English government have this common feature of being mad about nuclear power. Whereas Germany, Switzerland and Italy are stepping out of the nuclear energy, France and Great-Britain are doing as if Fukushima never happened. If we refuse to let Fukushima become, like Chernobyl before, an accident without consequence, it is time to take action, now.

More than ever, it is obvious that it is only on an international level that we can think the struggle against nuclear power, because it is on this level that the contradiction between the states that step out of it and those who don't becomes explosive. As our aim “to free ourselves of those who destroy our lives and everything alive for the

last money left to make“ can in no way be achieved by them, as all the governments can do is greenwash their tools of destruction, we should use this moment to make it clear that we still envision a future. For it is not only the question of energy that we are determined to take back in our own hands but our lives.

That is why we invite all British comrades to join our initiative right on the other

side of the Channel, in Valognes (near Cherbourg) from the 22nd to 24th of November 2011. This year for the first time, in coordination with the German comrades, there will be a camp and mass action in order to block this transport at its very starting point, in Valognes, just like the Germans do it in Gorleben.


International guests at Gorleben
We want to invite you to join us in the "Wendland" region, the destination of the Castor transport. We are going to prepare a framework for international guests of the Castor resistance to come in contact with other English speakers and to help you to understand what is going on there. We will have a common meeting point where you can sleep, get food and information about actions and possibilities to join the protests.

We are offering to explore and join this colourful and creative resistance with each other, figuring out together what actions fit you, or just to visit actions to make experiences and get inspired for your own activities back home.

There will be some German activists who want to accompany and support the international guests. We will try to organize additional means to make it easier to get to interesting places, and there will probably be chances to speak about your anti-nuclear expertise or the fights you have in your region. For the local resistance it is also positive if we can show that the international community is supporting the anti-nuclear resistance and that it is not only a German struggle. It would also be a sign to the international public that anti-nuclear movements are supporting each other in Gorleben, and that we will do it in other places, too.

Castor transport: French repression against non-violent activists

Following a mobilization on an unprecedented scale, the transfer of  eleven containers of highly radioactive waste from La Hague (France) to Gorleben (Germany) took twice as long than expected. In Germany, 50.000 people demonstrated on November 6 near Gorleben and thousands blocked railway-lines and streets in the following days. A blockade by 1500-2000 people on Saturday in Southern Germany forced the train to take another route. In France, state repression and police raged against seven militants from GANVA (Group of Anti-nuclear Non-Violent Actions) who were attached in arm tubes under the rails to stop the "train from hell" in Caen (Normandy).

All newspapers all around the world reported on the Castor-transports, so not much we can add about the convoy of German vitrified highly radioactive compound of 11 "Castor" containers, which left Valognes on November 5. Very shortly after departure, at 3:40pm, 5 GANVA activists attached themselves under the rails with arm tubes just before the Caen trainstation, forcing the train to stop. It remained stationary for 3 and a half hours. The philosophy of this action was peaceful and non-violent and not having to physically confront the police. The actual blocking of the train was based on physical barriers. Five militants were attached  inside metal tubes passed under the tracks. It was the responsibility of the "gendarmes" and police to remove everyone safely!

Instead facing pressure from their superiors, the police lost their cool and injured three people by cutting the tubes. Even after the first person was injured, they continued in the same brutal manner. One of them had two severed tendons in his hand and had to undergo surgery, the other two were burned and must undergo a skin graft. Both directly burned were placed in custody and could not consult a doctor again until much later the next day. The militant who had two severed tendons was directly led into custody under police escort when leaving the hospital. In the end, six activists were kept in custody for 24 hours and seven are subject to bail before the case with 16 500 euros to pay before November 15. If they don't pay they will be incarcerated until their trial, to be held on 8 December 2pm at the Tribunal de Grande Instance (TGI) in Caen. Faced with this injustice, Network "Sortir du nucléaire", calls for financial solidarity and massive support for the GANVA activists in Caen on 8 December. Our resistance knows no boundaries!

AREVA'S MOX transport: a traveling security threat

About 1.8 tons of plutonium in Mixed-Oxide (MOX) fuel, enough to make 225 nuclear weapons, left the French port of Cherbourg on March 5, to travel to Japan via the Cape of Good Hope and the southwest Pacific Ocean. It is due to arrive in Japanese waters by late-May, according to Areva. This shipment represents an immediate risk of contamination to coastal communities along the route should anything go wrong. The shipment is vulnerable to accident and terrorist attack and stands as a reminder to all governments along the route of the unacceptable risks nuclear energy poses to the world.

The dangerous transport is another attempt of the dying industry to survive. As the French nuclear industry and President Sarkozy aggressively try to sell the European Pressurised Reactor (EPR), the latest in nuclear reactors, under the false premise of a climate change solution, they conveniently ignore the very real dangers associated with it, including health risks and potential terrorist attack. EPR reactors are meant to run on 50-100% MOX fuel.

Japan has been trying to use MOX in their nuclear reactors for more than ten years; and have repeatedly failed.  The first shipment to Japan in 1999 ended in fiasco after the producer, UK state company British Nuclear Fuels, admitted it had deliberately falsified vital quality control safety data. After an 18,000-mile voyage, the rejected fuel was shipped back to the UK. Two more cargoes, one delivered in 1999, the other in 2001, were opposed by local citizens and regional governments. Both shipments remain in storage with no prospect that they will ever be used.

There is plenty of evidence showing that the containers used to transport the MOX are not strong enough to withstand serious accidents or terrorist attack. Risk of fire is just one example, the containers are only tested over a few hours, but fires on board ships can last much longer (days or even weeks). Once MOX fuel disperses it poses a grave threat to public health and the environment.

Referring to a plutonium shipment in 2002, the Government of Antigua and Barbuda stated "our small states are fearful that a deliberate act of terror aimed at those ships may bring an end to our very existence. This is not fanciful or farfetched fiction."
Considering all this, it is little wonder that plutonium and MOX shipments have been opposed by dozens of governments and their citizens, since they started.

Areva denying proliferation risks

On the anniversary of the Nuclear Non-Proliferation Treaty (NPT) entering into force, the trade in nuclear bomb grade material between France and Japan seriously jeopardises the international non-proliferation regime. As a result of civil nuclear programmes, the world now has more weapons usable plutonium in so-called commercial use than in all nuclear weapons arsenals put together.

In an March 2, open letter to Mohamed ElBaradei, Director General of the IAEA, Greenpeace states:

Our specific concerns are Areva’s misrepresentation of the proliferation threat posed bycommercial plutonium contained in this and other MOX fuel. They appear dangerously confused or deliberately denying the inherent proliferation risks of the Japanese plutonium MOX fuel. Specifically Areva (Henri Jacques Neau, Director of Transport) went on record March 1 saying: “It is impossible to make a nuclear weapon as suggested by Greenpeace. Here you must be clear, this MOX does not have any interest for any people to make a nuclear weapon from it. There is no interest in the diversion of this material. We have this level of protection, because the MOX fuel contains plutonium. Everything that contains plutonium must have a protective measure,”

Late February following an interview with French news agency, AFP, an industrial source (most likely Areva) was cited in the article stating that, "To make a bomb” out of MOX, “you would first need an installation in order to separate the plutonium from the uranium. And still, the result would only be plutonium of "civil" quality and not military quality," affirmed this source.

These statements are clearly misleading, stating as it does there is a distinction between civil and military grade plutonium. This, as you are aware is not the formal position of the IAEA, which classifies commercial plutonium MOX fuel as Category 1 nuclear material, requiring the highest level of security protection. As the IAEA safeguards glossary states, conversion of MOX fuel or powder to finished plutonium (metal) is of the order of 1-3 weeks.

Greenpeace is long used to Japanese nuclear industry denials that reactor-grade plutonium is a proliferation threat, and that it cannot be used to make nuclear weapons. However, you will be aware that as long ago as 1990 your predecessor Hans Blix confirmed to the Nuclear Control Institute that the IAEA does not dispute that reactor-grade plutonium can be used to manufacture nuclear weapons.

Now we have denials by the nuclear industry including an explicit denial by Areva, which we believe is in defiance of both the IAEA classification of reactor grade plutonium and MOX fuel, as well as senior nuclear weapons scientists and U.S. government departments, including the Department of Energy.

You will be aware that the U.S. Department of Energy first briefed Japan and other states on the proliferation risks from commercial reprocessing, reactor grade plutonium and MOX fuel more than 30 years ago.
